BEING A BY-LAW TO ACCEPT TO SUPPLY AND INSTALL A GENERATOR
AT THE MUNICIPAL ADMINISTRATION CENTRE
WITHIN THE MUNICIPALITY OF KINCARDINE
(Pfaff Electric)
WHEREAS pursuant to the said Municipal Act, Section 8 (1) and 9 provide that
the powers of a municipality under this or any other Act shall be interpreted
broadly so as to confer broad authority on the municipality to enable the
municipality to govern its affairs as it considers appropriate and to enhance the
nd to municipal issues and has the capacity, rights,
powers and privileges of a natural person for the purpose of exercising its
authority under this or any other Act;
AND WHEREAS it has been determined that there is a need within the
Municipality of Kincardine to supply and install a generator at the Municipal
Administration Centre pursuant to Report No. Building 2021 - 02;
NOW THEREFORE the Council of The Corporation of the Municipality of
Kincardine ENACTS as follows:
1. That the tender of Pfaff Electric to supply and install a generator at the
Municipal Administration Centre within the Municipality of Kincardine, in the
amount of $255,163 (includes the non-refundable portion of HST), be
hereby accepted as per the tender agreement attached hereto as Schedule
2. That the Mayor and Chief Administrative Officer be authorized and directed
to execute, on behalf of The Corporation of the Municipality of Kincardine,
any contracts and other documents required to authorize such work to
commence.
3. This by-law shall come into full force and effect upon its final passage.
4. This by-law may be cited as the Municipal Administration Centre

' ADDENDUM NO. 2
Plan takers shall note the following:
' (1) The required generator sub-base fuel tank shall be capable of supporting an average
building load of 100 kW(about 67% of generator rated capacity) for duration up to
72 hours, but not less than 48 hours.
(2) The generator sub-base fuel tank setup shall produce a sound pressure level of
maximum 74 dBA at 7 meters on all sides of the enclosure, with the generator set
' running under full load (150 kW).
(3) Power in the Municipality of Kincardine building can be totally shutdown from Friday
at 4:00 pm to Sunday night at 6:00pm. The duration of any power outage is expected
to be kept under 8 hours. Any shutdowns to existing electrical distribution shall be
scheduled for weekends. All shutdowns and disruptions to building systems shall be
pre-scheduled with facility manager/owner(30)business days in advance. A
confirmation notice to be provided (7) days before scheduled date.

1.0 INFORMATION FOR SUBMISSION
1.1 Introduction
The Municipality of Kincardine is requesting tenders for the installation of a stand-by generator at
the Municipal Administration Building located at 1475 Concession Road 5, Kincardine and
' associated work to provide a complete and operating system.
1.2 Date and Place for Receiving Tenders
DIGITAL TENDERS addressed to tenders@kincardine.ca will be received by the Municipality
until:
12:00:59 p.m. (Local Time), Monday,April 12,2021
An automatic message will be generated to Bidders submitting their tender by email.
Bidders who wish to have a follow up email sent by the Municipality to confirm receipt are to email
Iclerk@kincardine.ca.
The tender submission must include the information listed in the Tender Submission section.
111 The Municipality of Kincardine reserves the right to accept or reject any or all tenders, and the right
to negotiate the scope of work with any Contractor that submits a quote. Lowest price will not
' necessarily be accepted.
1.3 Withdrawal of Tender
Proponents will be permitted to withdraw their tender, unopened, after it has been deposited, if such
a request is received by the Municipality of Kincardine, in writing, prior to the time specified for the
opening of tenders.

1.4 General Liability Insurance
The successful proponent must submit a General Liability insurance certificate in the name of the
' contractor,with the Municipality of Kincardine, B. M. Ross and Associates Limited and Melex
Engineering Limited named as additional insureds, with limits of not less than two million dollars
inclusive per occurrence for bodily injury, death, and damage to property including loss of use
' thereof,with a property damage deductible of not more than $5,000. The form of insurance shall be
the Insurance Bureau of Canada Form IBC 2100 or equal.
1.5 Workplace Safety and Insurance Board
The successful proponent must be in good standing with the Workplace Safety and Insurance Board
and shall submit a current WSIB Clearance Certificate to the Municipality prior to commencing
work.
1.6 Proponents Responsibility
The successful proponent shall, in all respects, comply with all statutes, laws, and regulations
applicable to the work and to persons employed on or in connection with the work, and pay all
assessments required or levied by the Workplace Safety and Insurance Board, Revenue Canada, the
Employment Insurance and specifically the Ministry of Labour.
1.7 Bid Deposit
The Contractor shall submit a copy of the bid bond for an amount of$15,000 with the tender
documents and upon award provide a performance bond for 100%of the bid amount prior to
formalizing the contract.
' 1.8 Clarification
Any details in question on this tender or in the accompanying plans shall be clarified by the bidder
prior to submitting the bid. The prices bid as tendered shall include the supply of all permits,
1 labour, equipment, and materials where they are necessary to complete the contract. For technical

1.9 Payment
tPayment will be made as outlined on the tender form. The amounts to be included in in-term
monthly payment will be based on the amount of work completed, as a percentage of the tender
amount, and in the opinion of the Contract Administrator(BMROSS).

If there is a dispute amount the amount to be included in in-term payments, the OPSS—MUNI 100,
General Terms and Conditions for Municipal Project shall apply.
2.0 SCOPE OF WORK
' The scope of work for this project shall include the following tasks for the installation of the stand-
by generator at Kincardine's Municipal Administration Building, as well as other incidental work
required to complete the project.
111 • Perform an initial service and assessment of the switchboard to confirm the breakers and
relays may be adjusted to have a maximum 1200A supply to the building. If it is
determined this is not possible, the appropriate wiring and equipment will be installed to
accommodate 1600A existing building service, as outlined in the provisional items.
• Modify existing main switchboard as per drawings and manufacturers recommendations to
accommodate the installation and connection of the standby generator to provide complete
backup for the building electrical services.
• Complete all site work including an underground conduit run from the MAC building to
I the generator location, backfilling with granular materials, casting of concrete pads, new
sidewalk and curbs, asphalt restoration and miscellaneous work as required.
• Supply and install all wiring, electrical equipment and panels as outlined in the tender
' drawings.
• Supply, install, and commission the 150kW, 120/208V, 3 phase, 4 wire stand-by diesel
generator.
1 • Supply, install, and commission of new 1200A, 120/208V, 3 phase, 4 wire automatic
transfer switch, subject to switchboard assessment. Otherwise 1600A, 120/208V, 3 phase, 4
wire automatic transfer switch, as outlined in the provisional items.
'I . Supply, install, and commission for generator monitoring through remote annunciator and
connection to existing building fire alarm system.
• Obtaining all permits, completing all testing, startup and commissioning of the equipment
1 installed.
• Site clean-up, disposal of all surplus materials and miscellaneous other site work as shown
on contract drawings.
2.1 Materials
1 All materials supplied by the Contractor shall be as specified and conform with the applicable
material specifications.
1 2.2 Warranty
The Contractor shall rectify any deficiencies or maintenance issues identified within the one year,
excluding vandalism or other issues that are not the Contractor's fault. Upon completion, a one
year warranty of the installation and a minimum two year warranty of the equipment shall be
provided by the Contractor to the Owner.

2.3 Schedule
Schedule assumes the Contract will be awarded by April 30, 2021 and the chosen Contractor will be
permitting to proceed with site work any time after June 1, 2021.
The Contractor shall complete all associated work as outlined in this Tender and on the Tender
Drawings by: December 30,2021.
2.4 Pre-Construction Meeting
Upon award of the contract, and before commencement of the work,the Contractor shall arrange for
a pre-construction meeting with the Municipality and the Contract Administrator.

2.7 Applicable Specification
( Work shall be completed as per the applicable Ontario Electrical Code, Ontario Provincial
Specification listed on the drawings or within the tender documents unless approved otherwise by
the Contract Administrator.

' A) Scope of Work:
The scope of work for this project shall include the supply of all materials,labour and equipment necessary to install a standby
generator at the Kincardine MAC building at 1475 Conc.Rd.5 Kincardine.
-Fees for all permits and administration of the testing,ESA plan review,start-up and commissioning,shall be paid by the
Contractor
-Plan takers shall co-ordinate with the owner a review of the site and building prior to submitting a bid.Visitors must comply
with the Municipality's safety protocol regarding protection from the spread of COVID-19when on site.To schedule a visit call

' -Contractor shall include an allowance in their price to comply with the provincially mandated COVID-19 Health and Safety
protocols in place at the time the tender closes.
' -Contractor shall be responsible for his own layout for site features to match the design shown on the drawings and to confirm
during the pre-tender visit how to pass the wiring through the building.
-Contractor to obtain utility locations prior to excavation work.
' -Excavated clean granular material may be re-used as Granular B material.All new material required below the asphalt and
Concrete slabs shall be new Granular A material.
-All surplus materials shall be disposed of by the Contractor in accordance with applicable regulations.This shall include all
' surplus excavated materials,gravel,concrete and asphalt to be removed.
-Contractor shall provided fencing to keep the public from entering the construction area when it is unsafe and satisfy all other
requirements of the Ministry of Labour.
Submit equipment shop drawings for approval before ordering,for generically specified components that are specified on the
drawings.
-Contractor must notify and allow Contract Administrator,Building Officials and other approval agencies access to the site to
' perform a review of the work at key stages of construction.
-The Contractor is required to install equipment in accordance with the building code and supplier specifications.
-Concrete and compaction testing of materials will be co-ordinated by and paid for by the Contract Administrator or Owner,
when required.
-The General Terms and Conditions applicable for this project shall be in conformance with Ontario Provincial Standard
Specifications 100 for Municipal projects.
' -All work shall be completed and equipment supplied and installed in accordance with the supplied tender drawings.
-The Contractor shall co-ordinate an assessment of the switchboard to determine if the breaker trip settings can be reduced to
1200A,as per the intended design.If it is determined the trip settings can not be modified,the applicable provisional items to
install 1600A equipment will be authorized.This assessment and maintenance work is to be completed before equipment is
ordered,in the Fall of 2021.
-All modifications to existing building service shall be coordinated with Owner.Bid price shall include all costs to complete
' work on the main switchboard that will require a shutdown power to the building outside typical office hours,or on weekends.
A back-up generator shall be provided to maintain clean power to the server and building alarms.
-Provisional items shall only be completed upon authorization by the Contract Administrator and Owner of the Municipality.
-Upon completion the site shall be cleaned up,all surfaces restorated and surplus materials shall be disposed of.

' -Contractor shall schedule his work accordingly to complete all the work by the completion date
specified or he would be subject to liquidated damages in an amount of$1,000 per week.
-Payment within 30 days after the monthly payment certificates for 90%of the work completed
in the opinion of the Contract Administrator.
-Contractor shall provide an approved written one year warranty prior to release of the lien holdback.

OCCUPATIONAL HEALTH AND SAFETY
The Corporation of the Municipality of Kincardine is committed to ensuring that a high standard
of health and safety is provided and maintained for all employees' visitors, guests, contractors,
agents and others on our premises.
Accordingly, a corporate health and safety policy and procedure manual has been adopted and
implemented and shall be adhered to.
ALL CONTRACTORS SHALL:
1. Demonstrate establishment and maintenance of health and safety program with objectives
and standards consistent with applicable legislation and with the Municipality of
Kincardine's health and safety policies and requirements.
' 2. Submit a copy of past accident records and Worker's Compensation Board Number.
3. Include health and safety provisions in their management systems to reach and maintain
' consistently a high level of health and safety.
4. Ensure that workers in their employ are aware of hazardous substances that may be in use
at their place of work and wear appropriate personal protective equipment as may be
required.

PART 1 GENERAL
1.1 Scope of Work
1. It is the intent of this specification to secure an engine-driven generator set that has
' been prototype tested, factory built, production-tested, and site-tested together with all
accessories necessary for a complete installation as shown on the plans and drawings
and specified herein.
' 2. Any exceptions to the published specifications shall be subject to the approval of the
engineer and submitted minimum 10 days prior to the closing of the bid with a line by
line summary description of all the items of compliance, any items that have been are
omitted or have been taken exception to, and a complete description of all deviations.
3. The power system shall be furnished by a single manufacturer who shall be responsible
for the design, coordination, and testing of the complete system. The entire system shall
be installed as shown on the plans, drawings, and specifications herein.
' 4. The power system shall be produced by a manufacturer who has produced this type of
equipment for a period of at least 10 years and who maintains a service organization
available twenty-four hours a day throughout the year.
' 5. The equipment shall be produced by a manufacturer who is ISO 9001 certified for the
design, development, production and service of its complete product line.
1.2 General Requirements
1. It is the intent of this specification to secure a generator set system that has been tested
during design verification, in production, and at the final job site. The generator set will
be a commercial design and will be complete with all of the necessary accessories for
complete installation as shown on the plans, drawings, and specifications herein. The
equipment supplied shall meet the requirements of the National Electrical Code and
' applicable local codes and regulations.
2. All equipment shall be new and of current production by an international, power system
' manufacturer of generators, transfer switches, and paralleling switchgear. The
manufacturer shall be a supplier of a complete and coordinated system. There will be
single-source responsibility for warranty, parts, and service through a factory-authorized
' representative with factory-trained technicians.
1.3 Submittal
1. The submittal shall include prototype test certification and specification sheets showing
all standard and optional accessories to be supplied; schematic wiring diagrams,
dimension drawings, and interconnection diagrams identifying by terminal number each
I required interconnection between the generator set, the transfer switch, and the remote
annunciator panel if it is included elsewhere in these specifications.
' 1.4 References and Standards
1. The generator set shall be listed to UL 2200 or submitted to an independent third party

Component level type tests will not substitute for this requirement.
1 1.5 Testing:

1. To ensure that the equipment has been designed and built to the highest reliability and
quality standards, the manufacturer and/or local representative shall be responsible for
three separate tests: design prototype tests, final production tests, and site tests.
I 2. Design Prototype Tests. Components of the emergency system, such as the
engine/generator set, transfer switch, and accessories, shall not be subjected to
prototype tests because the tests are potentially damaging. Rather, similar design
I prototypes and preproduction models shall be subject to the following tests:
1) Maximum power (kW)
2) Maximum motor starting (kVA) at 35% instantaneous voltage dip.
3) Alternator temperature rise by embedded thermocouple and/or by resistance

I 4. Site Tests. The manufacturer's distribution representative shall perform an installation
check, startup, and building load test. The engineer, regular operators, and the

maintenance staff shall be notified of the time and date of the site test. The tests shall
' include:
1) Fuel, lubricating oil, and antifreeze shall be checked for conformity to the
manufacturer's recommendations, under the environmental conditions present
and expected.
' 2) Accessories that normally function while the set is standing by shall be checked
prior to cranking the engine. These shall include: block heaters, battery
chargers, alternator strip heaters, remote annunciators, etc.
' 3) Generator set startup under test mode to check for exhaust leaks, path of
exhaust gases outside the building, cooling air flow, movement during starting
and stopping, vibration during operation, normal and emergency line-to-line
' voltage and frequency, and phase rotation.
4) Automatic start by means of a simulated power outage to test remote-automatic
starting, transfer of the load, and automatic shutdown. Prior to this test, all
transfer switch timers shall be adjusted for proper system coordination. Engine
' coolant temperature, oil pressure, and battery charge level along with generator
set voltage, amperes, and frequency shall be monitored throughout the test.
' 1.6 Warranty and Maintenance
1. The generator set shall include a two year basic extended warranty to guarantee against
defective material and workmanship in accordance with the manufacturer's published
warranty from date of startup. Optional warranties shall be available upon request.
2. The generator set manufacturer and its distributor shall maintain a 24-hour parts and
service organization. This organization shall regularly engage in maintenance contract
programs to perform preventive maintenance and service on equipment similar to that
specified. A service agreement shall be available and shall include system operation
under simulated operating conditions; adjustment to the generator set, transfer switch,
and switchgear controls as required, and certification of repairs made and functional test
performed on all systems.

PART 2 PRODUCTS
2.1 Equipment
1. The generator set shall be equivalent to Kohler model 150REOZJ. It shall provide
' 187.00 kVA and 150.00 kW when operating at 120/208 volts, 60 Hz, 0.80 power factor.
The generator set shall be capable of a 130°C Standby rating while operating in an
ambient condition of less than or equal to 77 °F and a maximum elevation of 1000 ft
above sea level. The standby rating shall be available for the duration of the outage.
2. Engine:
' 1) The minimum 4.5 liter displacement engine shall deliver a minimum of 197 HP at
a governed engine speed of 1800 rpm, and shall be equipped with the following:
a) Electronic isochronous governor capable of 0.25% steady-state frequency
1 regulation
b) 12-volt positive-engagement solenoid shift-starting motor
a) 65-ampere automatic battery charging alternator with a solid-state voltage
regulation
b) Positive displacement, full-pressure lubrication oil pump, cartridge oil filters,
dipstick, and oil drain
c) Dry-type replaceable air cleaner elements for normal applications
d) Engine-driven or electric fuel-transfer pump including fuel filter and electric

2) The turbocharged engine shall be fueled by diesel

5) The generator must accept rated load in one-step.
2. Alternator:
1) The alternator shall be salient-pole, brushless, 2/3-pitch, with 4 bus bar provision
for external connections, self-ventilated, with drip-proof construction and
amortisseur rotor windings, and skewed for smooth voltage waveform. The
ratings shall meet the NEMA standard (MG1-32.40) temperature rise limits. The
I insulation shall be class H per UL1446 and the varnish shall be a vacuum
pressure impregnated, fungus resistant epoxy. Temperature rise of the rotor and
stator shall be limited to 130°C Standby. The PMG based excitation system shall
be of brushless construction controlled by a digital, three phase sensing, solid-
state, voltage regulator. The AVR shall be capable of proper operation under
severe nonlinear loads and provide individual adjustments for voltage range,
stability and volts-per-hertz operations. The AVR shall be protected from the
' environment by conformal coating. The waveform harmonic distortion shall not
exceed 5% total RMS measured line-to-line at full rated load. The TIF factor
shall not exceed 50.
' 2) The alternator shall have a maintenance-free bearing, designed for 40000 hour
B10 life. The alternator shall be directly connected to the flywheel housing with a
semi-flexible coupling between the rotor and the flywheel.
' 3) The generator shall be inherently capable of sustaining at least 300% of rated
current for at least 10 seconds under a 3-phase symmetrical short circuit without
the addition of separate current-support devices.
4) Motor starting performance and voltage dip determinations shall be based on
the complete generator set. The generator set shall be capable of supplying
336.00 LRKVA for starting motor loads with a maximum instantaneous voltage

dip of 35%, as measured by a digital RMS transient recorder in accordance with
IEEE Standard 115. Motor starting performance and voltage dip determination
that does not account for all components affecting total voltage dip, i.e., engine,
alternator, voltage regulator, and governor will not be acceptable. As such,the
generator set shall be prototype tested to optimize and determine performance
as a generator set system.
5) Vibration isolators shall be provided between the engine-alternator and heavy-
duty steel base.
3. Controller—Generator set mounted
' 1) NFPA 110, Level 1. Provide a fully solid-state, microprocessor based, generator
set control. The control panel shall be designed and built by the engine
manufacturer. The control shall provide all operating, monitoring, and control
functions for the generator set. The control panel shall real time digital

4. Cooling system:
1) The generator set shall be equipped with a radiator, engine-driven with blower
fan and all accessories. The cooling system shall be sized to operate at full load
conditions and 110°F ambient air entering the room or enclosure (If an
' enclosure is specified). The generator set supplier is responsible for providing a
properly sized cooling system based on the enclosure static pressure restriction

covered by a full 4-year warranty against factory defects in material or

minute, shall be integrated inside the charger chassis.
' a) The Battery `Charge Fail Alarm' shall be fed from a power supply independent
from the Charge Control Circuit (DC) and contain an independent timing
oscillator and voltage reference.
' b) Output Alarm shall be a set of Dry Form `C' contacts which change state upon

gold-plated contacts in a form C configuration to activate warning devices and other
accessories allowing remote monitoring of the generator set. Generator status conditions
shall be monitored through existing fire alarm system.
' 9. Failure Relay. The common failure relay shall remotely signal auxiliary faults,
emergency stop, high engine temperature, low oil pressure, over crank, and over speed
' via on single—pole, double throw relay with 10 Amps at 120VAC contacts. The relay
contacts shall be gold flashed to allow use of low current draw devices. Once energized
the relay shall remain latched until the system is reset by the main controller switch.
' 10. Flexible Fuel Lines. The flexible fuel line shall have fitting for engine inlet and a
threaded pipe fitting for connection to the stationary piping.
11. Cold Weather Package. The cold weather package shall improve starting performance
in cold weather conditions. The block heater shall be thermostatically controlled to
maintain manufacturers recommended engine coolant temperature and maintains the
1 temperature of the batteries above 50°F (10°C)
12. Generator heater. The generator heater shall prevent the accumulation of moisture and
1 dampness, and maintain the stator windings above dew points. The heater to be wired
"ON" at all times when generator set is not operating.
13. Block Heater: The block heater shall be thermostatically controlled and sized to
' maintain manufacturers recommended engine coolant temperature to meet the start-up
requirements for the NFPA 99 and NFPA 110, Level 1

14. Circuit Breaker: Circuit breaker kits shall be mounted to the generator set and are
provided with load-side lugs and neutral bus bar. 80% rated line circuit breaker, molded-
case type, of ampere rating as indicated on drawings, Complies with UL489 Molded
Case Circuit Breakers, UL1077 Supplementary Protectors, and UL2200 Stationary
' Engine Generator Assemblies. Generator set shall be equipped with an additional 80%
rated circuit breaker, of ampere rating as indicated on drawings, for the connection of
100% permanent load bank
' 15. Remote Annunciator Panel: The remote annunciator shall meet NFPA 110, Level 1
requirements and enable remote viewing of the generator status. The panel shall be
compatible with the generator controller and connected to generator controller via either
' network communication wires or via hard wired connections. Options shall be available
to provide ATS source position, loaded test, and re-transfer. Remote annunciator shall
allow monitoring of the common alarm, monitoring of the automatic transfer switch, and
' monitoring of the normal/ emergency source. The Panel shall have that capability to
either flush-mounted or surface mounted.
16. Snow Weather/Sound Enclosure: The complete diesel engine-generator set, including
generator control panel, engine starting batteries to be enclosed in a factory assembled,
sound attenuated enclosure mounted on the fuel tank base. The snow package
enclosure shall meet or exceed NFPA 110 requirements to-20° C, reduce snow entry
1 and provides heated package for cold environments. UL 2200 listed, CSA certified. The
weather-resistant enclosure is to be Tank-mounted, steel or aluminum construction with
hinged doors. Acoustic insulation shall meets UL 94 HF1 flammability classification and
repels moisture absorption. Sound-attenuated enclosure shall uses up to 51 mm (2 in.)
of acoustic insulation. Motorized insulated dampers on both exhaust and intake sides.
Fade-, scratch-, and corrosion-resistant automotive-grade textured finish. Enclosure
' shall have four access doors which allow for easy maintenance and Lockable, flush-
mounted door latches. Vertical air inlet and outlet discharge to redirect air and reduce
noise. Enclosure shall come with Internal-mounted silencer and flexible exhaust
connector. Enclosure shall come with electrical package containing distribution panel,
' AC lights, GFCI outlets, heater, thermostat, and block heater. Enclosure shall produce a
sound pressure level of maximum 72 dB at 7 m (23 ft) on all sides of the enclosure with
the generator set running under full load.
17. Sub-Base Fuel Tank: Double wall steel tank in accordance with latest ULC
requirements, with a capacity sufficient to operate the engine-generator set under full
' load for a minimum of 72 hours continuous operation, constructed as part of the
enclosure and complete with a rupture basin with 110% tank capacity, an exterior fill
connection with locking cap, a level control switch with visual indication and a contact for
connection to a low fuel oil level alarm, and CSA certified and ULC listed and labelled 2
hour fire rated, flexible, wire braided, jacketed, high pressure fuel oil lines from the tank
to the engine fuel pump.

PART 3 EXECUTION
3.1 Installation of engine-generator set
1. Ensure that the factory tests have been satisfactorily performed and documented prior to
' delivery of the set to the site.
2. Provide an emergency power engine-generator set where shown. Secure the set with
enclosure and sub-base fuel tank in place, level and plumb, on a concrete housekeeping pad.
' 3. Check engine-generator alignment after installation on the housekeeping pad and realign if
necessary.
4. Provide starting batteries, battery rack, and jumper cable to connect the batteries together and
to the engine starting system. Provide a storage cabinet adjacent the battery rack and
' containing a hydrometer, syringe, and other accessories.
5. Mount the battery charger adjacent to the battery rack and connect to the batteries. Test
charger operation and adjust as required.
' 6. Fill the engine cooling system with coolant solution per manufacturer's recommendation.
Check the specific gravity of the coolant to confirm proper percentages.
7. Check and test operation of the engine starting system and engine jacket coolant heaters.
' 8. Check the level of the engine lubricating oil and add oil if required.
9. Fill the sub-base fuel tank with No. 2 diesel fuel, or as recommended by generator set
manufacturer, and Refill after testing and commissioning is complete.
10. Surface wall mount the remote control panel and connect to the set mounted panel to mimic
' all functions of the set mounted panel. Confirm exact location prior to roughing-in.
11. Carefully coordinate monitoring system connections to the control panel with the trade
performing the building monitoring system work. Retain the services of existing systems
service provider.
3.2 Site testing, Start-up, certification & commissioning
' 1. When installation of the engine-generator set is complete and initial inspections by the set
supplier's representative have been completed, obtain from the supplier's representative and
forward to the Consultant a letter to confirm site inspection and proper installation of the
' equipment.
2. Arrange and pay for the set supplier's representative to supervise start-up of the equipment,
and prepare and submit signed start-up reports.
3. In addition to testing, verification, and commissioning requirements specified in the Sections
entitled Electrical Work General Instructions and Electrical Work Testing, perform testing work
as specified below. Notify the Owner and Consultant 10 working days in advance of the site
testing, and arrange and pay for the set supplier's representative and a journeyman electrician
' to be on-site to conduct the tests. Prepare and submit signed reports to confirm successful
testing results. Site tests are to include:
i. Operational Tests: With the engine in a "Cold Start" condition and load bank(s) the size of
' the emergency load at its normal operating level, simulate a power failure but do not
interrupt existing services. Continue the operational test for 1 hour after which time
simulate restoration of normal power and demonstrate satisfactory transfer of the load and
' shut-down of the engine. During the operation test, observe and record the following:
1. time delay on start
2. cranking time until the engine starts and runs
' 3. time required for the engine to come up to full speed
4. time required to achieve a steady-state conditions with all switches transferred to the
emergency position
5. engine oil pressure, coolant temperature, and battery charge rare at 5 minute intervals
' for the first 15 minutes, and at 15 minute intervals thereafter
6. time delay on re-transfer for each transfer switch

ii. Full Load Test: Following the successful operational test, perform a 4 hour full load test.
' Provide load banks as required. The full load test may be initiated by any method that will
start the engine and immediately upon reaching full speed, pick-up the full load in one

iii. Cycle Crank Test: Prevent the engine from running by any means recommended by the
set supplier. Put the control switch in the'RUN" positon to engage the starting system
' and cause the engine to attempt to start for cranking cycle of 30 seconds of continuous
cranking or 3 10 second crank attempts separated by 10 seconds. Repeat the crank cycle
a second time to demonstrate that the batteries have sufficient capacity for total cranking
time of 60 seconds, then demonstrate the time required to re-charge the batteries.
' iv. Safety Shut-Down and Alarms: Demonstrate that all safety shut-downs and alarms as
well as all mounting points are fully operational.
v. Voltage and Frequency: Perform voltage and frequency tests in accordance with
requirements of CAN/CSA-C282.
vi. Oil Analysis: Perform oil analysis tests in accordance with requirements of CAN/CSA-
C282.
' 3.3 On-site demonstration and training
1. The engine-generator set manufacturer/supplier is to provide a minimum 8 hour on-site
' training session for 1 group of 6 people.
