BEING A BY-LAW TO AUTHORIZE THE SIGNING OF AN AGREEMENT
REGARDING THE BRUCE COUNTY AND GREY COUNTY COMMUNITY
SAFETY & WELL-BEING PLAN
WHEREAS Section 8 (1) and 9 of the Municipal Act, 2001, S.O. 2001, c. 25, as
amended, provide that the powers of a municipality under this or any other Act
shall be interpreted broadly so as to confer broad authority on the municipality to
111 enable the municipality to govern its affairs as it considers appropriate and to
enhance the municipality's ability to respond to municipal issues and has the
capacity, rights, powers and privileges of a natural person for the purpose of
exercising its authority under this or any other Act;
AND WHEREAS section 143(1) and (2) of the Police Services Act, R.S.O. 1990,
c. 3, Sched. 1, as amended (the "Act") requires all applicable municipalities to
prepare and adopt a community safety and well-being plan, that may be prepared
individually or jointly in consultation with other municipal councils (the "Plan");
AND WHEREAS section 145(2) and (3) of the Act requires that municipal councils
appoint an advisory committee and stipulates required categories for members;
AND WHEREAS the parties to this Agreement are committed to a collaborative
approach to developing and implementing the Plan to make use of existing
relationships with partnering organizations and to effectively sharing resources;
AND WHEREAS The Corporation of the Municipality of Kincardine deems it
advisable to enter into a collaborative Agreement to develop and implement the
• Plan, to make use of existing relationships with partnering organizations and to
effectively share resources;
NOW THEREFORE the Council of The Corporation of the Municipality of
Kincardine ENACTS as follows:
1. That The Corporation of the Municipality of Kincardine enter into an
agreement, in accordance with the terms and conditions outlined in the
agreement attached hereto as Schedule 'A' and forming part of this by-law.
2. That the Deputy Clerk be appointed as the Municipality of Kincardine's
representative on the Community Safety and Well-Being Plan Advisory
Committee.
3. That the Mayor and Chief Administrative Officer be authorized and directed
to execute, on behalf of the Council of The Corporation of the Municipality
of Kincardine, the agreement attached hereto as Schedule 'A' and to affix
the corporate seal.
• 4. That this by-law shall come into full force and effect upon its final passage.

municipalities")
OF THE FOURTH PART
WHEREAS section 143(1) and (2) of the Police Services Act, R.S.O. 1990, c.
3, Sched. 1, as amended (the "Act") requires all applicable municipalities to prepare
and adopt a community safety and well-being plan, that may be prepared individually
or jointly in consultation with other municipal councils (the "Plan");
AND WHEREAS section 145(2) and (3) of the Act requires that municipal
councils appoint an advisory committee and stipulates required categories for
members;
AND WHEREAS the parties to this Agreement are committed to a collaborative
approach to developing and implementing the Plan to make use of existing
relationships with partnering organizations and to effectively sharing resources;
covenant and agree with the other as follows:
1. The Bruce municipalities and the Grey municipalities authorize Bruce County
and Grey County to spearhead the development of the Plan by contracting
with a Co-ordinator to develop the Plan that will identify priority risk areas
shared across all municipalities. The Co-ordinator will also assist in
developing appendices to the Plan containing risk areas and strategies
unique to each municipality.
2. The Bruce municipalities have each contributed the amount of$5,000.00,
Bruce County has contributed $10,000.00 and Grey County contributed
$55,000.00 on behalf of the Grey municipalities to facilitate the hiring of the
Co-ordinator; to develop the Plan and accompanying appendices; and for
related administrative costs.
3. The parties to this Agreement hereby agree to jointly appoint an advisory
committee to be known as Advisory Committee for Community Safety and Well-
Being Planning: The Municipalities of Bruce and Grey (the "Committee"). The
Committee shall be governed in accordance with the Terms of Reference
attached hereto as Schedule "A".
4. In accordance with the Police Services Act, 1990, the Committee shall be
comprised of Members representing the sectors of Child/Youth, Community and
Social Services, Education, Health and Mental Health, Police Services and other
service agencies. Specifically, the Committee shall include a representative from
the following categories of organizations:
1. . A person who represents,
i. a local health integration network for a geographic area in which the
municipality is located, as determined under the Local Health System
Integration Act, 2006, or
ii. an entity that provides services to improve the physical or mental health
of individuals in the community or communities.
2. A person who represents an entity that provides educational services in the
municipality.
3. A person who represents an entity that provides community or social
services in the municipality, if there is such an entity.
4. A person who represents an entity that provides community or social
services to children or youth in the municipality, if there is such an entity.
5. A person who represents an entity that provides custodial services to
children or youth in the municipality, if there is such an entity.
6. An employee of the municipality or a member of the municipal council.
7. A person who represents the board of the municipality or, if there is no

that provides policing in the area or his or her delegate.
7.1 A chief of police of a police force that provides police services in the area
or his or her delegate.
8. Any other prescribed persons.
5. The Bruce municipalities, the Grey municipalities, Bruce County and Grey
County shall be entitled to nominate members to the Committee to fulfill the
categories enumerated entities in section 145(3)(6), (7), (7.1) and (8) of the Act.
These appointments shall be attached hereto as Schedules "B" through "T"
respectively.
6. It is understood that a single individual may satisfy more than one of the
requirements set out in article 4 above, and the parties hereto agree that where
possible, individuals who satisfy multiple requirements (i.e. those who sit on
multiple committees, or who represent a Police Services Board who delivers
service to more than one municipality) should be given first consideration when
making appointments to ensure efficiency of communication and to ensure
adequate resources are available.
7. In the event that any of the Bruce municipalities, Grey municipalities, Bruce
County or Grey County amends an appointment to the Committee, the
municipality seeking the appointment shall provide a copy of the amended
Schedule and authorizing resolution to the Clerks of all the other municipalities,
and each Clerk shall hereby be authorized to substitute the amended
Schedule. It is hereby agreed that this Agreement shall remain in full force and
effect regardless of any changes or amendments to Schedules "B" through "T".
8. Meetings of the Committee shall alternate between the counties of Grey and
Bruce, having regard for the distance to be travelled by all members of the
Committee.
9. This Agreement shall continue in force from the date hereof, unless terminated
by not less than ninety (90) days prior notice in writing to the other parties to
this Agreement by the party desiring to terminate this Agreement. If such
termination is provided by one party, the Agreement shall remain in full force
and effect as between all other remaining parties.
10. This Agreement shall be reviewed by the parties at least once prior to March
31, 2021 to determine whether any changes are required for the
implementation of the Plan. In the event that no changes are required, this
Agreement shall remain in full force and effect until such time as terminated in
accordance with paragraph 9 above.
11. This Agreement and everything contained herein shall ensure to the benefit of
and be binding upon the parties hereto, their successors and assigns.
12. This Agreement may be executed in multiple counterparts, each of which
shall be deemed an original agreement and both of which shall constitute one
and the same agreement. The counterparts of this Amendment may be
executed and delivered by facsimile or other electronic signature (including
portable document format) by either of the parties and the receiving party
may rely on the receipt of such document so executed and delivered
electronically or by facsimile as if the original had been receive.
IN WITNESS WHEREOF the parties hereto have affixed their Corporate Seals attested
by the hands of their proper officers.

COMMUNITY SAFETY AND WELL-BEING PLANNING:
The Municipalities of Bruce and Grey
ADVISORY COMMITTEE-TERMS OF REFERENCE
Background& New legislative amendments outlined under Part XI,Section 143 of the current
Context Police Services Act(1990)mandates every municipal council to prepare and adopt
a Community Safety and Well-Being Plan(CSWBP).This new legislative
requirement for CSWBP came into force on January 1,2019,and municipalities
have two years from this date to prepare and adopt a plan(i.e.by January 1,2021)
[s.143(3)].Under the legislation Es.4(1)1,the responsibility to prepare and adopt
a CSWBP applies to:single-tier municipalities;lower-tier municipalities in the
County of Oxford and in counties;and regional municipalities,other than the
County of Oxford.Municipalities have the discretion and flexibility to develop joint
plans with surrounding municipalities or First Nations communities[s.143(2)],and
a group of municipal councils that are jointly preparing a community safety and
well-being plan shall jointly establish and consult with a single advisory committee
[s.145(2)].
The Advisory Committee has been convened to provide leadership to the
Community Safety and Well-Being Plan for the Municipalities of Bruce and Grey.
Specifically,the Advisory Committee will direct Bruce and Grey's model for
collaboration,planning and action to strengthen how the human service system
works together to enhance the safety and well-being of Bruce and Grey residents.
In addition to the Advisory Committee,the model includes:
• A Steering Committee established to facilitate the work of the Advisory
Committee,and to oversee the work of the Coordinator;and
•Action Tables established in partnership with the community to address key
safety and well-being issues at a community,municipal,regional and/or system
level.
Goals& • To improve the safety and well-being of residents across Bruce and Grey
Purpose counties.
• To ensure that both regional and local(Municipal)risks are identified,and that
strategies are implemented to address the priority risks.
• To ensure engagement is comprehensive and inclusive.
• To ensure each Municipality meets its obligation under the legislation by
creating and implementing a Community Safety and Well-being Plan by January
2021.
Role& The Advisory Committee will exercise its system planning capacities to enhance the
Responsibilities safety and well-being of Bruce and Grey residents.It will perform the following key
roles:
• Leading community engagement sessions to inform the development of the plan
(supported by the Coordinator).
• Determining the priorities for the plan,including references to risk factors,
vulnerable populations and protective factors.
• Ensuring outcomes are established and responsibilities for measurement are in
place,and approving performance measure by which the plan will be evaluated,as
well as the schedule and processes used to implement them.
• Ensuring each section/activity under the plan,for each priority risk,is

achievable.
• Ensuring the right agencies/organizations and participants are designated for
each activity.
•Supporting participating municipalities to prepare,adopt,implement,monitor,
evaluate and report on the plan.
• Aligning implementation and evaluation of the plan with the municipal planning
cycle and other relevant sector specific planning and budgeting activities to ensure
alignment of partner resources and strategies.
• Setting a future date for reviewing achievements and developing the next
version of the plan.
• Thinking about ways in which the underlying structures and systems currently in
place can be improved upon to better enable service delivery.
Objectives& • Strategically identify,prioritize and address issues that impact the health,safety
Performance and well-being of Bruce and Grey residents by establishing and participating on
Measures Action Tables.
• Provide oversight and guidance to Action Tables through organizational and
systems expertise,resources and other supports as required.
• Actively recruit Action Table participants when an issue falls within the mandate
or system responsibilities of the member's organization.
• Undertake environmental scans to identify issues in consultation with Provincial
Ministries and other organizations/groups.
• Lead systems change within the human services system.
• Regularly seek input from community partners.
• Measure and report on progress and achievements.
Membership The Advisory Committee is comprised of:
• organizations that have a key system planning accountability in the human
service system and provide services that have a significant impact on the Bruce and
Grey communities;and
• collaborative community tables/committees that are already working to
improve the safety and well-being of the residents of Bruce and Grey.
Members will be defined as either Core(voting)or Involved(non-voting)
members.

Logistics& Chain Advisory Committee meetings will be chaired by a member of the Steering
Process Committee.
Operational Support The AC will be supported by the Coordinator and
administrative staff from Grey County.
Meetings:The AC will meet four(4)times between project kick-off(September 27.
2019)and completion(October 31,2020).Meetings will alternate between Bruce
(Walkerton Clean Water Centre)and Grey(Grey Bruce Health Unit,Owen Sound)
counties.
Meeting Materials:The AC meeting agenda and associated materials will be
drafted by the Steering Committee and Coordinator,and will be sent out to

members at least one week in advance of meetings.Minutes and associated
documents will be sent out within 2 weeks following each meeting.
Decision Making&Quorum:The AC will endeavour to make all decisions by
consensus.If a consensus cannot be reached,the matter will be brought to a vote
and must receive a majority of the votes(50%+1)of the voting AC members
present at the meeting.Each participating organization/group that has been
defined as a voting member is entitled to one vote via the primary member or
delegate.Quorum is 50%+1 of the voting Advisory Committee members listed
below.

A by-law to authorize the execution of the Community Safety and Well-Being
Plan Agreement between the Corporation of the County of Bruce and the
Corporation of the County of Grey and the sixteen participant local
municipalities listed in the agreement
The Council for the Corporation of the County of Bruce enacts By-law 2020-014 as
follows:
1. The Warden and Clerk be authorized to execute the Community Safety and Well-
Being Plan Agreement with the County of Grey and the sixteen participant local
municipalities listed in the agreement.
3. This by-law shall come into effect on the date it is passed by Council.

A By-law to Authorize the Warden and Clerk to Execute a
Community Safety and Well Being Plan Agreement
WHEREAS Section 8 of the Municipal Act,2001,as amended,provides that a
municipality has the authority to govern its affairs as it considers appropriate and
enables the municipality to respond to municipal issues;
AND WHEREAS Section 143(1)and(2)of the Police Services Act, R.S.O. 1990,c. P.
15, as amended requires all applicable municipalities to prepare and adopt a community
safety and well-being plan,that may be prepared individually or jointly in consultation
with other municipal councils;
AND WHEREAS Section 145(2)and(3)of the Police Services Act, R.S.O. 1990 c. P.
15 as amended requires that municipal councils appoint an advisory committee and
stipulates the required minimum categories for members;
AND WHEREAS the Council for the Corporation of the County of Grey deems it
necessary to execute an agreement outlining each party's obligations in developing a
Community Safety and Well-Being Plan
NOW THEREFORE BE IT RESOLVED THAT THE COUNCIL OF
THE CORPORATION OF THE COUNTY OF GREY HEREBY ENACTS AS FOLLOWS:
1. The Warden and Clerk are hereby authorized and directed to execute, and the Clerk
to affix the Corporate seal thereto, a Community Safety and Well-Being Plan
Agreement between the Corporation of the County of Grey and the Corporation of
the County of Bruce and the Corporations of the Municipality of Arran-Elderslie,
Municipality of Brockton,Township of Huron-Kinloss, Municipality of Kincardine,
Town of Saugeen Shores, Municipality of South Bruce, Municipality of Northern
Bruce Peninsula, Municipality of South Bruce Peninsula,Township of Chatsworth,
Township of Georgian Bluffs,Township of Grey Highlands,Town of Hanover,City of
Owen Sound,Township of Southgate,Town of the Blue Mountains,Municipality of
West Grey
2. The Agreement referred to in Clause 1 forms and becomes part of this By-law.
3. This By-law shall come into force and effect upon the final passing thereof.

BEING A BY-LAW TO AUTHORIZE THE SIGNING OF AN AGREEMENT
REGARDING THE BRUCE COUNTY AND GREY COUNTY COMMUNITY
SAFETY&WELL-BEING PLAN
WHEREAS Section 8(1) and 9 of the Municipal Act,2001, S.O. 2001,c.25, as
amended, provide that the powers of a municipality under this or any other Act
shall be interpreted broadly so as to confer broad authority on the municipality to
. enable the municipality to govern its affairs as it considers appropriate and to
enhance the municipality's ability to respond to municipal issues and has the
capacity, rights, powers and privileges of a natural person for the purpose of
exercising its authority under this or any other Act;
AND WHEREAS section 143(1)and(2)of the Police Services Act,R.S.O. 1990,
c. 3, Sched. 1, as amended (the "Act") requires all applicable municipalities to
prepare and adopt a community safety and well-being plan,that may be prepared
individually or jointly in consultation with other municipal councils(the"Plan");
AND WHEREAS section 145(2)and(3)of the Act requires that municipal councils
appoint an advisory committee and stipulates required categories for members;
AND WHEREAS the parties to this Agreement are committed to a collaborative
approach to developing and implementing the Plan to make use of existing
relationships with partnering organizations and to effectively sharing resources:
AND WHEREAS The Corporation of the Municipality of Kincardine deems it
advisable to enter into a collaborative Agreement to develop and implement the
• Plan, to make use of existing relationships with partnering organizations and to
effectively share resources:
NOW THEREFORE the Council of The Corporation of the Municipality of
Kincardine ENACTS as follows:
1. That The Corporation of the Municipality of Kincardine enter into an
agreement, in accordance with the terms and conditions outlined in the
agreement attached hereto as Schedule'A'and forming part of this by-law.
2. That the Deputy Clerk be appointed as the Municipality of Kincardine's
representative on the Community Safety and Well-Being Plan Advisory
Committee.
3. That the Mayor and Chief Administrative Officer be authorized and directed
to execute,on behalf of the Council of The Corporation of the Municipality
of Kincardine,the agreement attached hereto as Schedule'A'and to affix
the corporate seal.
• 4. That this by-law shall come into full force and effect upon its final passage.

Being a By-law to Authorize the Entering into a Bruce

Whereas the Municipal Act, 2001, S.O.2001,Chapter 25 authorizes Council to enter
into Agreements;and
Whereas section 143(1)and(2)of the Police Services Act,R.S.O. 1990,c.3,
Sched. 1,as amended(the"Act")requires all applicable municipalities to prepare
and adopt a community safety and well-being plan,that may be prepared individually
or jointly in consultation with other municipal councils(the"Plan");and
Whereas section 145(2)and(3)of the Act requires that municipal councils appoint
an advisory committee and stipulates required categories for members;and
Whereas the parties to this Agreement are committed to a collaborative approach to
developing and implementing the Plan to make use of existing relationships with
partnering organizations and to effectively sharing resources;
Whereas the Town of Saugeen Shores is desirous of entering into a collaborative
Agreement to developing and implementing the Plan,to make use of existing
relationships with partnering organizations and to effectively sharing resources;now
therefore,be it
Resolved that the Council of the Corporation of the Town of Saugeen Shores enacts
as follows:
1. That the Council of the Corporation of the Town of Saugeen Shores hereby
authorizes the Town of Saugeen Shores to participate with lower and upper
tier municipalities within the Counties of Bruce and Grey in forming a
Community Safety and Well-Being Plan Advisory Committee.
2. That the Clerk be appointed as the Town of Saugeen Shores'representative
on the Community Safety and Well-Being Plan Advisory Committee.
3. That the Mayor and Clerk are hereby authorized and directed to execute,
deliver and sign the Agreement,attached hereto and forming a part of this
Bylaw.
4. That this By-law shall come into force and take effect upon third and final
reading thereof.

substantially the same form as attached hereto,for the

Agreement and Terms of Reference
City Council, at its meeting held on December 16, 2019 considered the
above noted matter and passed Resolution No. R-191216-014 approving
the following:
"THAT in consideration of Staff Report CS-19-150
respecting the Community Safety and Well-Being
Plan - Collaborative Agreement and Terms of
Reference for the Steering Committee and Advisory
Committee, City Council:
1. Directs staff to bring forward a by-law to
authorize the Mayor and Clerk to execute the
Collaborative Agreement; and
2. Appoints Pamela Coulter, Director of
Community Services, as the City's
representative for the Advisory Committee."

Dear Mrs. Crowley,
At their regular meeting held on January 15, 2020, the Corporation of the Township
of Southgate passed the following resolutions:
No. 2020-010
Moved By Councillor Shipston
Seconded By Councillor Rice
Be it resolved that Council receive Staff Report CL2020-001 as information; and
That Council authorize the entering into an agreement for a Joint Community
Safety and Well-Being Plan for the Township of Southgate led by Grey and Bruce
Counties by by-law 2020-006; and
That the CAO and/or their designate(s) act as the Southgate representative on the
advisory committee for the Joint Community Safety and Well-Being Plan. Carried.

Be it resolved that by-law number 2020-006 being a bylaw to authorize the
entering into an agreement for the development and implementation of a Joint
Community and Safety Well-Being Plan be read a first, second and third time,
finally passed, signed by the Mayor and the Deputy Clerk, sealed with the seal of
the Corporation and entered into the by-law book. Carried.
Further, at their regular meeting held on November 19, 2019 the Township of
Southgate Police Service Board passed the following resolution:

agreement for this joint initiative as per Section 145 (3) of the Police Services Act.
