The South Bruce OPP Detachment has a School Resource Officer dedicated to the local schools within the Municipality of Kincardine. The
value that has been added to the community as a result of this program has been astonishing and it has demonstrated a very positive
impact on the local youth. There is a robust program in place which focuses on local public safety and community policing initiatives that
address local community priorities. The Municipality of Kincardine is going through a significant growth in population which is primarily
attributed to the growth of a local industry. With this growth, comes change and the School Resource Officer is able to provide
programming to support a changing and more diverse community. The following presentations are currently being presented by the
School Resource Officer:
-JK-Grade 3:Community Helpers,Safety/911,and the Introduction of a Police Officer
-Grade 4-6:Anti-bullying.Social Media Safety,Personal Safety
-Grade 7-8:Personal Safety which includes a small component to Human Trafficking,Drugs and Alcohol Awareness,Social Media Safety
and Etiquette and Mental Health Resources
-Grade 9-12:Healthy Relationships,Alcohol,Drug and Tobacco Awareness,Social Media Safety and Etiquette,Personal Safety,Traffic

mitigating Human Trafficking and Human Trafficking recruitment in the area:
-Develop an in-depth,age appropriate educational presentation geared towards adolescents when they are most vulnerable and
susceptible to Human Trafficking recruitment
-Attend training related to Human Trafficking so that they can become more aware of signs and indicators of youths and adolescents
who are being groomed into Human Trafficking
-Develop an educational presentation geared towards teachers, parents, and caregivers so that they can become more aware of signs
and indicators of youths and adolescents who are being groomed into Human Trafficking
As indicated, the South Bruce Detachment School Resource Program provides an essential service to the community. It reaches most of
the youths and adolescents within the Kincardine area and provides a very positive impact in a variety of ways. The School Resource
Officer provides a positive role-model and mentor for the youth and promotes positive interaction between youth and police which pays
dividends within society.
ASSESSMENT CRITERIA
1)Demonstrated Need: Indicate the need for your initiative(s)and Ministry funding(5,000 max characters).
The School Resource Officer has an extensive network of partners within the community that help support child and youth well-being
within the detachment area. This partnership is extremely valuable to the community and can be attributed to the success of the School
Resource Program.
Statistics show that:
-From 2017 to 2018 the Kincardine detachment of the South Bruce OPP reported a 57.1%increase in sexual assaults
-The South Bruce OPP referrals to Victim Services for sexual assault also doubled in 2017-2018 from 2016-2017 indicating that sexual
violence and harassment in the area is increasing more quickly than current resources
-In a 2017-2018 sexual violence survey conducted by Violence Prevention Grey Bruce,57%of survey participants who experienced sexual
violence did not seek professional support
-Over 50%of respondents in the same survey rated the bystanders response to sexual violence and harassment as poor or fair
Based on this data,it is clear that the continuation of School Resource Programs is imperative to the success and well-being of the area
youth. The School Resource Officer's will continue to work closely with community partners which includes but is not limited to,the OPP
Anti-Human Trafficking Unit,the Health Unit,Victim Services,Child and Family Services,the local School Boards,Canadian Mental Health
Association,Women's House,Community Living, and many more. The programming currently offered in the School Resource Program
directly assists with addressing the concerning data outlined above. The Officers continue to maintain a positive image of the police, and
work tirelessly to provide much needed support to children and youth through the local schools.
The police play a significant role in the following area's:mental health, drug and alcohol addiction, violence and victimization and many
other social issues. As a result, the School Resource Officer relies heavily on their community partners to assist with building appropriate
material to present in order to assist with addressing some of these social issues. For example, when considering mental health issues
relating to the children and youth, the School Resource Officer will work with the School Board,as well as the Canadian Mental Health
Association and the Health Unit to ensure they are addressing the concerns and issues globally, rather than from a police only approach.
This collaboration and support provides the most appropriate level of response to address complicated issues.
As indicated in the initiative summary,it is the intent to add further value to the School Resource Program by developing and
implementing a comprehensive Human Trafficking component to assist with addressing a local priority. This development will be
completed in a collaborative manner with other community partners which includes Violence Prevention Grey Bruce, the Women's House
and Victim Services. The School Resource Officer will work with these partners to develop and incorporate Human Trafficking information
into their presentations to the students, teachers, parents and caregivers.
