HomeMy WebLinkAbout05 006 tender monitor alarm e e e e THE CORPORATION OF THE MUNICIPALITY OF KINCARDINE <or BY-LAW NO. 2005 ·006 BEING A BY-LAW TO ACCEPT A TENDER FOR THE PURCHASE OF AUTODIALER MONITORING AND ALARM EQUIPMENT FOR WATER AND WASTE WATER FACILITIES IN WARD 3 AND TIVERTON (SPD Sales Limited) WHEREAS the Province of Ontario has enacted the Safe Drinking Water Act, 2002, O.Reg. 170/03, to protect human health through the control and regulation of drinking-water systems and drinking-water testing; AND WHEREAS the Municipal Act, 2001, S.O. 2001, c. 25 Section 11 (2) authorizes municipalities to pass by-laws respecting matters within the sphere of jurisdiction of public utilities which includes water production treatment and storage and the collection and treatment of sanitary sewage; AND WHEREAS the said Municipal Act, Sections 8 and 9 (1) provides municipalities with powers of a natural person to enable them to govem their affairs as they consider appropriate and to enhance their ability to respond to municipal issues; AND WHEREAS the Council for the Corporation of the Municipality of Kincardine deemed it advisable to terminate the Municipality's contract with the Ontario Clean Water Agency (OCWA) to maintain the water and wastewater facilities in Ward 3 and Tiverton; AND WHEREAS the Municipality of Kincardine must replace the monitor/alarm systems for the water and wastewater facilities as those presently in use are the property of OCW A; AND WHEREAS the Council for The Corporation of the Municipality of Kincardine has deemed it advisable to accept a tender from SPD Sales Limited of Mississauga for the purchase of autodialer monitoring and alarm equipment, in the amount of $40,850.00, plus an additional installation charge of $15,464.00; NOW THEREFORE the Council for The Corporation of the Municipality of Kincardine ENACTS as follows: 1. That the tender of SPD Sales Limited for the purchase of Autodialer Monitoring and Alarm Equipment for fIVe water and three wastewater sites within the Municipality of Kincardine in the amount of $40,850.00, plus a $15,464.00 installation fee, plus applicable taxes, be hereby accepted. .. ./2 e e e e Page 2 By-law No. 2005 - 006 Autodialer Monitoring and Alarm Equipment By-law 2. That the Mayor and CAO be hereby authorized to sign, on behalf of the Council for The Corporation of the Municipality of Kincardine any contracts and other documents required to purchase the required autodialer monitoring and alarm equipment. 3. This by-law shall come into full force and effect upon its final passage. 4. This by-law may be cited as the "Autodialer Monitoring and Alarm Equipment (SPD Sales Limited) Tender Acceptance By-law". READ a FIRST, SECOND, and THIRD time and FINALLY PASSED this 12th day of January, 2005. Equipment must Include data logging capabilities for both digital and analog inputs and mayor may not be a SCADA system. The system must meet O.Reg. 170 requirements. CONTRACTOR!
