CORPORATION OF THE TOWNSHIP OF BRUCE
BY-LAW NO: 80-3
BEING A BY-LAW to establish various plans of benefits to municipal employees and
to repeal by-law No: 76-3.
WHEREAS THE MUNICIPAL ACT R.S.O. 1970, Chapter 284, Section 352, 5.5. 65, 66, 67
and amendments thereto authorizes a Municipal Council to:
(1) Establish a plan of sick leave gratuities.
(2) Provide for a plan of Group Insurance.
(3) For paying of certain sums for hospital care insurance.
NOW THEREFORE the Council of the Corporation of the Township of Bruce deems it
expedient to provide for certain benefits to employees of the Township of Bruce
enacts as follows:
That the plans shall apply only to all permanent employees (as defined in the
Municipal Act, Chapter 284, Section 352, S.S. 64) after a probationary period
of six months.
(1) SICK LEAVE
(a) That sick leave credit gratuities shall be credited at the rate of one
and one half (1~) days per month and may accumulate up to ninety (90)
days.
(6) Sick leave can be used up to three (3) days without a doctor's certificate.
After three days, a certificate shall be produced for verification.
(c) In the event of a termination of employment after the First day of
JANUARY 1980, no employee is entitled to more than an amount equal to
his/her salary, wages or other remuneration for one half of the number
of days standing to his/her credit as of the Thirty First day of
DECEMBER 1979. The rate, shall be as received by him/her immediately
prior to termination of employment after five (5) years continuous
service.
(d) In the event that the employee dies during employment with the Township,
this amount shall be paid to his next of kin within a reasonable
amount of time.
(2) INSURANCE
That the Municipality enter into a contract with a licensed insurer to
provide,
(i) group· life and accidental death and dismemberment insurance
for employees or any class thereof at the following rate:
Management Employees -- 1501 of annual earnings
Other Employees ------- 1001 of annual earnings
(ii) group accident insurance or group sickness insurance for employees
or any class thereof.
(iii) hospital, medical, surgical, nursing or dental services or payment
therefor for employees or any class thereof and their wives or
husbands and children.
and for paying the whole or part of the cost thereof.

\6~ ~ (iv) The employees shall have the option of selecting the plans most
~ beneficial to them.
(v) The Municipality shall pay 1001 of the costs of the insurance plan,
with employees paying 100% of the dental option if all other
insurance plans are used.
(vi) When the extended health coverage is not used by an employee, then
the Municipality will contribute 50% of the cost of the dental
plan.
(3) HOSPITAL PLAN
That the Municipality shall pay 75% of the cost for an employee's
Ontario Hospital Insurance Plan premiums. ~ g~-I
(4) That all employees will be notified that the implementation of these
Plans will not jeopardize any credits already earned in the way of sick
leave before DECEMBER 31, 1979.
(5) That these plans shall come into effect as of JANUARY 1, 19S0.
(6) That the Reeve and Clerk be authorized to enter into an agreement to
implement the plans.
(7) That the Clerk be authorized to issue cheques and certify any other
documents as required to ensure smooth operation of the plans.
(S) That a reserve fund be established in an interest bearing account, with a
deposit in the amount of five thousand dollars ($5,000.00) to offset any
contingencies of employees terminating their employment.
(9) That by-law number 76-3 be hereby repealed.
