BY-LAIf BO. 85-18
BEING A BY-LAW for the entering into an agreement for recreation purposes.
WHEREAS the Council of The Corporation of the Township of Bruce deems it advisable
to enter. into an agreement with The Village of Paisley for recreational purposes.
NOW THEREFORE the Council of The Corporation of the Township of Bruce enacts as
follows:
1. That an agreement be authorized to jointly operate and maintain the
Paisley Arena and Community Centre, as attached, and forming part
of this by-law as Schedule "Aft.
2. That the Reeve and Clerk be authorized to sign and execute said
agreement.
By-law introduced and read a First time this THIRD day of JULY, 1985.
By-law read a Second time this THIRD day of JULY, 1985.
By-law read a Third time and finally passed, signed, sealed and numbered 85-18

~IEREAS the Parties, hereto. are desirous of jointly
maintaining and operating the Paisley Arena and Community
Centre pursuant to the provisions of the Community Centres
Act, R~S~O. 1980, Chapter 80. Secticn 4, on lands within
the boundaries of the Village or Paisley.
NOW THEREFORE THIS AGkEEMENT WITNESSETH THAT in consideration
of mutual COV~~Qnts and conditions hereinafter contained and
subject to the terms and conditions hereinafter set forth,
the parties hereto which are fro. time to time referred to
as Municipalities or individually as munieipality agree as
follows:

l~ That the Committee of Management (hereinafter called
'The Comaittee') is hereby established and shall be
appointed by the Councils of the participating
municipalities and shall be composed as follows:
a) two members of the ·Council of the Corporation of
the Village of Paisley.
b) three residents of the said municipality who are
qualified to be elected as members of the Council,
c) two residents of the Township of Elderslie who are
qualified to be elected as members of that Council,
d) two residents of thp Township of Greenock who are
qualif~ad to be el~ctcd as members of that Council.
e) One resident of the Township 01 Bruce,
f) o~~ rr~ide~e of the Township ~r Brant,
g) One resident of the Township of Saugeen.
Each member of the said committee shall hold office for
,a term of one year 3nd thereafter until his successor
is appointed.
2~ The Recreation Director or one of his staff shall be
the com.ittee Secretary-Tteasurer.
3. The Co..ittee shall be responsible for th~following
matters:

a) The .aid committee shall be r..poa8ible for all policleø.
rules, and regulations relattag to the administration
of the Community Program.. of aecreation which are
conducted directly by that co..ittee or ita employecs
and it shall have the power to adopt by-laws, rules and
regulations pertaining to the proper conduct of such
~om.unlty programme of recreatlon~
b) The laid committee Ihal~ hold recular monthly meetings.
c) The said committee shall elect a chairman and vice-
chairman annually fro. ..ong its members at its regular
Meeting in the month of April.

d) On or before the firat day of February each year, the
said committee shall submit to the municipal treasurer
for audit a atatement of Its financtal affairs for the
precedln& ~alendar year.
e) On or before the firat day of November, the said committee
shall submit and interpret to municipal council, a
detailed estimate of its budget for the upcoming year.
f) The Baid committee may incur expenditures to the extent
,rovided in the annual approved budget or 88 approved
by Council.
g) The .a~d committee may pre.cribe fees for participating
in o~ admittance to aDY part of the community program
or recreation or facilities u.ed.
h) The said coamittee aball conduct or encourage and assist
the progra..es or recreation which will meet the needs
and intereeta"of the habitants of the auniclpalities.
Such programs shall include the Bocial. cultural and
physical aspects of recreation as applied to each age
group, bo~h .ale and fe..le.
i) The said com.ittee ..y a"oint recreation workers
either full-~i.e or part~ti.e and shall be responsible
for assigning the dutie. and responsibilities of such
employees. ~here a aunieipal recreÀtion director is
employed such appointments sball be subject to his
recom.endation~
j) The said committee shall inform the residents of the
municipality of the benefits aDd the opportunities
for recreation and shall publicize the community
program of recreat~oD~
k) All decisions of the Co.mlttee shall be carried by
a simple majority of the total committee members.
Seven (7) .c~bers shall cODstitute a quorum of the
Comr!!ittee.
l) Any Committee members who has missed any three meetin~s
wi~~i~ t~elv~ ~~~thg sh~ll t~ rcf~~r~d .~~ hi& ~e3pect~ve
Council for review of his appo1ntment~
m) Under special circumstances, municipalities shall
have the right to appoint an alternate representative to
the Committee of Manage.eDt~

4a) All operational and capital costs of the Paisley Arena
and Community Centre for each calendar year shall be
shared amongst the parties to this agreement and shall
pay its share baaed on the following formula:
The Recreation Director each year prior to the first
day of November, shall prepare a list of those participants
in minor hockey for the current year and the four preceeding
years. An average percentage of the five years of those
participants from each œunicipality shall be calculated
and each parties will be responsible to pay the subject
percentage of the estimated expenditures for the year.
A minimum payment of $600. per annum shall be paid by
all parties.
b) Municipal allocations are due to the committee by the
fifteenth day of each month and will be based on one
twelve (1/12) of the nnnual levy.
s. The Committee Secretary-Treasurer shall maintain proper
accounting records in which are set out all financial
a~d other transactions relative to the operation of the
C,)mmun.i ty Centres. includ ing. wi thou t 1ind t ing the
generality of the fo't'egoing record'a l'e.lat:"_v~: to the
operation 'of the Community Centres as follows:
a) all the sums of œoney received and disbursed by
the committee and the matters with which the
receipts and disbursements took place;
b) all sales and purchases by the Committee;
c) all aasets and liabilities of the Committee;
d) all other transactions affecting the financial
position of the Committee.
6, Any Œ~.bers of the Committee, on givlng reasonable
nutice to the Secretary Treasurer. shall have access
to the books of account from time to time for his
review of the records.

7. The Secretary Treasurer shall provide the Committee with
copies of minutes of all meetings and monthly financial
statements of revenue and expenses~
8. This agreement shall be effective on the 1st day of
January, 1985, until t~e 31st day of December, 1994~

affixed their Corporate Seals and the signatures of their
