THE CORPORATION OF THE TOWNSHIP OF BRUCE
BY-LAW NO. 87-25
BEING A BY-LAW to establish and regulate a Fire Department.
WHEREAS Section 210 (24)

THEREFORE the Council of the Corporation of the Township of Bruce
enacts as follows:
1. In this by-law unless the context otherwise requires,
(a) "Council" means the Councils of the Townships of Brant,
Elderslie, Bruce, Saugeen, Greenock and the Village of
Paisley,
(b) "Joint Board of Management" means a committee
consisting of an elected Member of the Council of the
Townships of Brant, Elderslie, Bruce, Saugeen, Greenock
and two elected members from the Village of Paisley,
(c) "Department" means the Paisley and Area Fire
Department,
(d) -"ember- includes an officer,
(e) "Fire Protection" means prevention, rescue and
suppression services.

A Fire Department for the Townships of Brant, Elderslie,
Bruce, Saugeen, Greenock and the Village of Paisley, to be
known as the Paisley and Area Fire Department is hereby
established and the said Department shall be under the
general control, supervision, and direction of the Joint
Board of Management in all matters. The head of the
Department Personnel shall be known as the Chief of the
Department who with all other personnel shall be subJect to
the direction, control and supervision of the Joint Board of
Management.
In addition to the Chief of the Department, the Department
personnel shall consist of a Deputy Chief and such number of
other Officers and members as from time to time may be
deemed necessary by the Joint Board of Management.

4. (a) The Chief of the Department may recommend to the Joint
Board of Management, the appointment of any qualified
person as a member of the Department.

5. (a) A person appointed as a member of the Department for
fire fighting and fire prevention duties shall be on
probation for a period of one (1) year during which
period he/she shall take such special training and
examinations as may be required by the Chief of the
Department.

(b) If a probationary member appointed for fire fighting
duties fails any such examinations, the Chief of the
Department may recommend to the Joint Board of
Management that he/she be dismissed or the probationary
period be extended.
6. The remuneration of all members of the Department shall be
determined by the Joint Board of Management.

The Deputy Chief shall report to the Chief of the Department
on the activities of the Divisions that are his/her
responsibility and carry out the orders of the Chief, and in
the absence of the Chief, has all the powers and shall
perform all the duties of the Chief.

9.
(a) The Department is composed of the following divisions:
1.

3. The Division of Fire Fighting and Training.
(b) The Divisions of Apparatus, Equipment and
Communications, Fire Fighting, and Training are under
the direction of the Deputy Chief who is responsible to
the Chief of the Department for the proper operation of
each Division. When a Division Chief has not been
appointed, the Chief of the Department or the Deputy
Chief shall assume the responsibility of the Division
until such an appointment is made.

(J) Carry out the general administrative duties of the
Department.
(k) Assist the County Fire Co-ordinator in the preparation
of a County Emergency Service Plan.
11. The Deputy Chief is in charge of the Division of Apparatus,
Equipment and Communications and is responsible to the Chief

hearing within seven days after receiving notice of

19. The Department shall not respond to a call with respect to a
fire or emergency outside the limits of the district, namely
the boundaries of the Village of Paisley, and those parts of
the Townships of Brant, Elderslie, Bruce, Saugeen and
Greenock as defined in the formal fire protection agreement,
dated August 13, 1984, except with respect to a fire or
emergency:

(a) that in the opinion of the Chief of the Department
threatens property in the district or property situated
outside the district that is owned or occupied by a
Municipality incorporated in the district.
(b)

20. The cost of operation and maintenance of the Paisley and
Area Fire Department, cost of trucks and equipment and
salaries of all personnel and all other matters and things
referred to herein and connected therewith shall be borne by

Saugeen, Greenock and the Village of Paisley as specified in
the Agreement dated August 13, 1984.
