THE CORPORATION OF THE TOWNSHIP OF BRUCE
BY-LAW NO. 88-34

A BY-LAW to establish a Community Recreation Centre at Underwood.
WHEREAS the Community Recreation Centres Act, 1980, provides in
Section 2(1) that the Council of any municipality may, by by-law,
provide for the establishment of one or more community recreation
centres in accordance with the said Act and may acquire by
purchase, lease or otherwise real and personal property for that
purpose;
And whereas the Corporation of the Township of Bruce is desirous
of establishing a community recreation centre at Underwood in the
Township of Bruce:
Therefore, the Council of the Corporation of the Township of
Bruce enacts as follows:
1. That a community recreation centre defined as a community
hall, be established and operated by the Corporation
pursuant to the provisions of the Community Recreation
Centres Act, 1980.
2. That the said community recreation centre be administered by
a committee of management appointed pursuant to the
provisions of The Community Recreation Centres Act and
Regulations thereunder, which committee shall be composed as
follows:
(a) Two members of the Council of the Township of Bruce.
(b) Three residents of the Township of Bruce who are
qualified to be elected as members of the Council.
3. ADMINISTRATION
(a) In carrying out the provision of this by-law the Committee
shall, at all times, be the agent of the Municipality of the
Township of Bruce and while acting bona fide within the
limits of the authority of this by-law, neither the
Committee nor any member thereof, shall incur any liability
by reason of anything done or left undone by the Committee;
provided, however, that nothing in the paragraph contained
shall authorize or empower the Committee to incur any debt,
liability or obligation for which the Municipality of the
Township of Bruce shall become liable, without having
previously obtained the consent of the Council.

(b) The Committee shall be responsible for all policies,
rulings, and regulations relating to the administration of
the Bruce Township Community Centre facilities which are
conducted directly by that Committee or its employees and
rules and regulations pertaining to the proper conduct of
such Community Centre facilities subject to the approval of
Counc il .
(c) The Committee shall meet monthly.
(d) The Committee shall provide annual reports and minutes of
monthly meetings to Council for its approval.
(e) The term of office of the members of the Committee shall be
determined annually by resolution or by-law of the Municipal
Council.
4. FINANCIAL
(a) Annually, by March 31st, the Committee shall submit and
interpret to the Council a budget for its approval, and
shall make to the Council full and complete annual and other
reports as required.
(b) The Committee shall not have its own bank account. All
depos i ts and payments will be made through the Municipal
Treasurer as regulated by the Municipal Act.
(c) The Committee may solicit or receive on behalf of the
Municipali ty any gifts or bequests of money or services or
any donations to be applied, principal or income, for either
the temporary or permanent use for facilities, equipment, or
program.
This by-law goes into effect forthwith on the passing thereof and
By-law No. 1095 is hereby repealed and rescinded.
That the Reeve and the Clerk be and they are hereby authorized to
execute all documents necessary to give effect to the foregoing.
