THE CORPORATION OF THE TOWNSHIP OF BRUCE
BY-LAW NO. 96-15
BEING A BY-LAW to prohibit littering within the Township of Bruce.
WHEREAS pursuant to the Municipal Act, R.B.O. 1990, Chapter M.45,
Section 314(1), Paragraph 5, Councils of municipalities may pass
by-laws prohibiting the throwing, placing or depositing of dirt,
filth, glass, hand bills, paper or other rubbish or refuse or the
carcass of any animal, on any highway or bridge within the Township
of Bruce.
AND WHEREAS pursuant to the said Municipal Act, Section 210(1),
Paragraph 82, Councils of municipalities may also pass by-laws
prohibiting the throwing, placing or depositing of refuse or debris
on property of the municipality or any Local Board thereof, without
authority from the owner.
AND WHEREAS pursuant to the said Municipal Act, Section 207(1)(30),
the Council of a municipality may pass by-laws for offering and
paying rewards, to persons suppl ying information 1 eading to the
apprehension or conviction of anyone offending the by-laws of the
municipali ty.
NOW THEREFORE be it enacted by the Council of the Township of Bruce
as foll ows :
1. DEFINITIONS
1.1 "Authority" shall mean written permission.
1.2 "Municipality" shall mean the Corporation of the Township of
Bruce.
1.3 "Local Board" shall mean a Local Board of the Township of
Bruce as defined in the Municipal Affairs Act.
1.4 "Refuse" shall mean any garbage or waste, whether sol id or
not, from any hous~hold, commercial, institutional, industrial
or agricultural area of use and shall include but not be
1 imi ted to di rt, fil th, glass, hand hi 11 s, paper, animal
carcasses or other rubbish.
1.5 "Debris" shall mean any fragments, wreckage,
accumulation or breakdown of any material.
1.6 "Deposit" shall include throwing or placing.

2.1
GENERAL
No person shall deposit any refuse or debris on any highway or
bridge under the jurisdiction of the municipal i ty or on
property of the municipality or Local Board thereof without
authority from the municipality.
3 . PENALTY
3.1 Every person who contravenes any provision of this by-law is
guilty of an offence and on conviction is liable to a fine as
provided for in section 61 of the Provincial Offences Act,
R.S.O. 1990, Chapter P.33, as amended or reenacted from time
to time.
4. REWARD
4.1 The municipality may pay a reward of up to but not exceeding
the sum of $50.00 to any person who suppl ies information
leading to the apprehension and conviction of anyone
contravening the terms of this hy-law.
4.2 No reward shall be payable to anyone until a conviction for a
violation of this by-law has been registered by a court of
competent jurisdiction against a person as a resul t of the
information provided.
5 . FORCE UD EFFECT
5.1 This by-law shall come into force and take effect on the final
day of passing by the Council of the Township of Bruce.
By-law introduced and read a First time this NINTH day of JULY,
1996.
By-law read a Second time this NINTH day of JULY, 1996.
By-law read a Third time and finally passed, signed, sealed, and
numbered 96-15 this NINTH day of JULY, 1996.

r am pleased to report that our submission on behalf of the Township of Bruce for
approval of preset fine5 and short form wording pursuant to Part I of the Provincial
Offences Act has now been approved. Please find enclosed a copy of the letter from the
Ministry of the Attorney General referring this matter to the Chief Judge and a copy of
the letter from Chief Judge Ebbs with a copy of the Order and the schedule of set fines for
By-law 96-15. You are now in a position to enforce the by-law pursuant to Part 1 of the

PART I
IT IS ORDERED pursuant to the provisions of the Provincial Offences Act and the
rules for the Ontario Court (Provincial Division), that the amount set opposite each
of the offences in the schedule of offences under the Provincial Statues and
Regulations thereunder and Municipal By-law No. 96-15 of The Corporation of the
Township of Bruce, County of Bruce, attached hereto is the set fine including
costs, for those offences. This Order is to take effect July 21, 1997.
