HomeMy WebLinkAboutBRU 96 030 Repealed by #97 22 THE CORPORATION OF THE TOWNSHIP OF BRUCE BY-LAW NO. 96-30 BEING A BY-LAW to adopt a Roads Level of Service Policy for the Township of Bruce. WHEREAS the Municipal Act, R.S.O. 1990, Chapter M.45, Section 101 and section 102 authorizes a Municipality to pass by-laws. NOW THEREFORE the Council of the Corporation of the Township of Bruce deems it expedient that a Roads Maintenance Level of Service Policy be established, and enacts as follows: 1. That Schedule "A" attached be and is part of this by-law. 2. That By-law No. 91-43 be repealed. By-law introduced and read a First time this TWENTY-SIXTH day of NOVEMBER, 1996 By-law read a Second time this TWENTY-SIXTH day of NOVEMBER, 1996. Winter Operations will commence at 4:30 am and continue until 6:00 p.m., as conditions warrant Monday thru Friday, and on weekends trom 6:00 a.m. until 6:00 p.m. 2. All ca1l out of snow removal equipment shall be carried out by the road superintendent or his designated replacement. 3. The first priority must be to remove snow &om the travelled portion of the winter maintained roads prior to completing any other snow removal projects. 4. Whenever snow plowing is required all reasonable attempts shall be made to ensure that someone is available to answer the telephone thus ensuring prompt emergency response. Schedule -A- Page 1 of 5 " , .. - , LEVEL OF SERVICE POLICY SNOW PLOWINGI ICE BLADING OBJECTIVES: To maintain safe, passable public transportation and school bus routes. To facilitate the handling of emergencies. To reduce the hazards of icy roads to motorists. To reduce the economic loss to the community caused by workers not being able to get to their jobs. LEVEL OF SERVIĊ“· Surfaces shall be maintained in a snow packed condition during a storm by use of assigned men and equipment. Plowing sbatl generally be the only treatment accorded to snow packed roads, sanding of icy areas maybe required on steep grades, curves and at intersections. The maximum allowable fresh SIIOW accumulation shall not exceed 6" (six inches) or at the discretion of the Road Superintendent or Foreman. Predetermined and approved routes for plowing sha1l be followed except for emergency situations. Ice blading will be performed on gravel roads at the discretion of the Road Superintendent or Foreman. Snow plowing and ice blading sba11 be at the discretion of the Road Superintendent or Foreman and last until 6:00 pm, unless the circumstances require longer. NOTE: It is generally not our intent to provide 24 hr. service, however every attempt will be made to ensure that all school bus routes are passable for both the morning pickup and afternoon return. When conditions warrant we will attempt to keep aJ1 Concession Roads anti the Winter Access Route passable until 8:00 pm. Schedule -A- Paqe 2 of 5 ~ . , t , LEVEL OF SERVICE POLICY SANDING AND SALTING OBJECTIVES' To maintain safe, passable public transportation and school bus routes. To facilitate the bandling of emergencies. To reduce the hazards of icy roads to motorists. LEVEL OF SERVICE: Sanding of steep grades, curves and intersections sha1l be performed after snow plowing bas been completed on gravel surfaces as well as hardtop surfaces at the discretion of the Road Superintendent or Foremall. Continuous sanding/salting shall be carried out only during or after freezing rain, on hardtop roads. Predetermined and approved routes for sanding sba11 be followed except in emergency situations. To remove the obstructions caused by drifting snow. To reduce the impact of flooding of problem areas by removing large accumulations of snow before spring thaw. LEVEL OF SERVICE: Snow will be removed at the discretion of the Road Superintendent or Foreman based on the above objectives. LEVEL OF SERVICE' Plugged culverts sbatl be cleared of ice and snow to allow for proper flow of spring run-off water. Ditches sbatl be cleared of snow and ice that is restricting the flow of water in drainage courses along road aJ1owances. These operations shall be carried out as time and manpower are available.
