BY-LAW NO. 97-22
."
BEING A BY-LAW to adopt a Roads Winter Maintenance Level of Service
Policy for the Township of Bruce.

WHEREAS the Municipal Act, R.S.O. 1990, Chapter M.45, Section 101
and Section 102 authorizes a Municipality to pass by-laws.
NOW THEREFORE the Council of the Corporation of
Bruce deems it expedient that a Roads Maintenance
Policy for winter maintenance be established,
follows:

and enacts as
1. That Bruce Township Council agree to three levels of service
for winter maintenance:
a) winter maintained roads will receive maintenance, as per
the attached schedule "A";
b) Sunset Drive, Lots 45 to 50 will receive a reduced level
of service, as per Schedule "A", Page 2;
c) other roads will be posted and receive no winter
maintenance between November 15th and April 15th, as per
Schedule "B".
2. That By-law No. 96-30 be repealed.
By-law introduced and read a First time this NINTH day of DECEMBER,
1997.
By-law read a Second time this NINTH day of DECEMBER, 1997.
By-law read a Third time and finally passed, signed, sealed, and
numbered 97-22 this NINTH day of DECEMBER, 1997.

Winter Policies
1. Winter Operations will commence at 4:30 am and continue until 6:00 p.m., 8$ conditions
warrant Monday thnJ Friday, and on weekends from 6:00 a.m. until 6:00 p.m.
2. All call out of snow removal equipment sha1l be carried out by the road superintendent
or his designated replacement.
3. The first priority must be to remove snow ftom the travelled portion of the winter
mllj\'lhlined roads prior to completing any other snow removal projects.
4. Whenever snow plowing is required all reasonable attempts sha1l be made to ensure that
someone is available to answer the telephone thus eusuring prompt emergency response.

LEVEL OF SERVICE POLICY
SNOW PLOWINGI ICE BLADING
OBJECTIVES:
To maintain safe, passable public transportation and
school bus routes.
To facilitate the handling of emergencies.
To reduce the hazards of icy roads to motorists.
To reduce the economic loss to the community caused by workers not
being able to get to their jobs.
LEVEL OF SERVICF.·
Surfaces sha1l be maintained in a snow packed condition during a storm
by use of assigned men and equipment.
Plowing sha1l generally be the only treatment accorded to snow packed
roads, sanding of icy areas maybe required on steep grades, curves and
at intersections.
The maximum allowable fresh snow accumulation sha1l not exceed 6" (six
inches) or at the discretion of the Road Superintendent or Foreman.
Predetermined and approved routes for plowing shall be foUowed except
for emergency situations.
Ice blading will be performed on gravel roads at the
discretion of the Road Superintendent or Foreman.
Snow plowing and ice blading shall be at the discretion of the Road
Superintendent or Foreman and last until 6:00 pm, unless the circumstances
require longer.
SUNSET DRIVE FROM LOT 45 TO 50 LAKE RANGE'
Accumu1ated snowfall will be removed once accumulation has exceeded
15 cm and only once daily.
Snow blowing will be the mIIx treatment accorded to this sectioo of road.
The surface sha1l be maintained in a snow packed condition.
NOTE: It is generally not our intent to provide 24 hr. service, however every attempt will be
made to ensure that aU school bus routes are passable for both the morning pickup and afternoon
return. When conditions warrant we will attempt to keep all Concession Roads and the Winter
Access Route passable until 8:00 pm.

OBJECTIVES:

SANDING AND SALTING
To maintain safe, passable public transportation and
school bus routes.
To facilitate the handling of emergencies.
To reduce the hazards of icy roads to motorists.
LEVEL OF SERVICE:
Sanding of steep grades, curves and intersections shall be performed after
snow plowing has been completed on gravel surfaces as weD as hardtop
surfaces at the discretion of the Road Superintendent or Foreman.
Continuous sn<finglsalting sha1l be carried out only during or after
fteezing rain, on hardtop roads.
Predetermined and approved routes for sanding shall be followed except
in emergency situations.

SNOW REMOVAL
OBJECTIVES'
To allow the storage of snow for future storms.
To improve the visibility at intersections.
To remove the obstructions caused by drifting snow.
To reduce the impact of flooding of problem areas by removing large
accumulations of snow before spring thaw.
LEVEL OF SERVICE:
Snow will be removed at the discretion of the Road Superintendent or
Foreman based on the above objectives.

LEVEL OF SERVICE POLICY
WINTER DRAINAGE
OBJECTIVES:
To reduce the hazards created by aUowing water to accumulate on
roadways.
LEVEL OF SERVICE:
Plugged culverts sha1l be cleared of ice and snow to allow for proper flow
of spring run-off water.
Ditches sha1l be cleared of snow and ice that is restricting the flow of water
in drainage courses along road allowances.
These operations sha1l be carried out as time and manpower are avai1able.
