BEING A BY -LAW TO AUTHORIZE THE SIGNING OF A MEMORANDUM OF
UNDERSTANDING WITH BRUCE POWER AND THE CORPORATION OF THE
TOWN OF SAUGEEN SHORES
WHEREAS Sections 8 (1) and 9 of the Municipal Act, 2001, S.O. 2001, c. 25, as
amended, provide that the powers of a municipality under this or any other Act
shall be interpreted broadly so as to confer broad authority on the municipality to
1110 enable the municipality to govern its affairs as it considers appropriate and to
enhance the municipality's ability to respond to municipal issues and has the
capacity, rights, powers and privileges of a natural person for the purpose of
exercising its authority under this or any other Act;
AND WHEREAS the Council of The Corporation of the Municipality of Kincardine
deems it necessary enter into a Memorandum of Understanding with Bruce
Power and The Corporation of the Town of Saugeen Shores
NOW THEREFORE the Council of The Corporation of the Municipality of
Kincardine ENACTS as follows:
1. That The Corporation of the Municipality of Kincardine enter into a
Memorandum of Understanding with Bruce Power and The Corporation of the
Town of Saugeen Shores.
2. That the Mayor and CAO be authorized and directed to execute, on behalf of
The Corporation of the Municipality of Kincardine, Memorandum of
Understanding with Bruce Power and The Corporation of the Town of
• Saugeen Shores, attached hereto as Schedule "A" and forming part of this
By -law.
3. This By -law may be cited as the "Memorandum of Understanding with Bruce
Power and The Corporation of the Town of Saugeen Shores ".

Memorandum of Understanding
Between
Bruce Power
and
The Corporation of the Municipality of Kincardine
and
The Corporation of the Town of Saugeen Shores
Effective Date: April 13,2015
BACKGROUND
I. Bruce Power,the Municipality of Kincardine and the Town of Saugeen Shores have had
collaborative working relationship since the company was formed in 2001 on a wide-range of
issues and initiatives.This has included investments in key community initiatives,regular
communications,emergency preparedness,engagement on regulatory items,physician
recruitment along with many other areas.
H. The Municipality of Kincardine,located on the shores of Lake Huron in Bruce County,was
created in 1999 by the amalgamation of the Town of Kincardine,the Township of Kincardine,
and the Township of Bruce. A community integrated by an urban and rural landscape,the
Municipality encompasses a land area of 538 square kilometers,and a population in 2011 of
11,174.
III. Saugeen Shores is the fastest growing community in Bruce County, formed in 1999 as a
municipal restructuring merging the former Towns of Southampton, Port Elgin, and Saugeen
Township. In addition to the two main population centres the Town also includes a vibrant rural
agricultural area incorporating the hamlets of Burgoyne and North Bruce, straddling the
municipal eastern and southern boundary respectively. With a land area of 170 square kilometers
Saugeen Shores had a 2011 population of 12,661, representing a percentage increase of 8.0%
from 2006. The permanent population is supplemented with a large number of seasonal, part
time residents and vacation visitors particularly over the summer months.
IV, Bruce Power operates the world's largest operating nuclear generating facility and is the source of
roughly 30 per cent of Ontario's electricity.The company's site is in Tiverton,Ontario.Formed
in 2001,Bruce Power is an all-Canadian partnership among Borealis Infrastructure Management
(a division of the Ontario Municipal Employees Retirement System),TransCanada,the Power
Workers' Union and the Society of Energy Professionals.A majority of Bruce Power's 4,200
employees are also owners in the business and mostly reside in Grey,Bruce and Huron Counties.
Approximately 80%of Bruce Power's 4,200 employees reside in the Town of Saugeen Shores
and Municipality of Kincardine.
V. Since 2010,the Municipalities of Saugeen Shores and Kincardine,along with Bruce Power,have
collaborated on a joint physician recruitment initiative to attract physicians to both communities.
This joint initiative commenced with a$500,000 contribution by Bruce Power in 2010 to
augment well established programs in place in both municipalities.Currently the program,which
is supported by a full-time physician recruiter,is jointly funded on an annual basis and is focused
on ensuring the community attracts physicians in the short,medium and long-term to both
communities.
VI. Bruce Power has arrangements with both the Municipality of Saugeen Shores and Kincardine to
meet funding requirements related to emergency preparedness activities and the many
requirements of the Provincial Nuclear Emergency Response Plan as per the Emergency
Management and Civil Protection Act.Including annual exercises,drills and training.
VII. Bruce Power has an annual Community Investment and Sponsorship budget of$1.3 Minion that
it primarily directs to a range of initiatives and causes within the broader Bruce,Grey and Huron
Region.
VIE. Recognizing the continued expected role of Bruce Power in Ontario's Long Term Energy Plan
the company and Municipalities will work together to determine economic development
initiatives and share information on long-term plans related to additional workers that will come
to the area to support investment activities.
The parties accept the following non-binding Memorandum of Understanding.
PURPOSE
The purpose of this MOU is provide a framework in which Bruce Power,the Municipality of Kincardine
and the Town of Sauge-en Shores can build on their successful working relationship over the last 13 years
and identify new areas of collaboration.
This includes but is not limited to ongoing communication and information sharing,advance mutually
beneficial economic development and infrastructure opportunities,provide input into Bruce Power's
Community Investment and Sponsorship Fund,collaboration on emergency preparedness efforts,support
initiatives beneficial to the region,regular updates on site activities and projects and provide input into
Bruce Power's regional outreach activities.
This MOU consolidates arange of activities currently underway between these organizations and
provides some additional oversight and reporting on these activities to the public consistent with the
commitment to openness and transparency by all parties.
AREAS OF COOPERATION
The parties endeavour to collaborate with each other to develop and implement the following objectives:
a) Continued open,transparent communications between the organizations on issues of common
interest.
b) Advancement of mutually beneficial economic development and infrastructure opportunities.
c) Support health care initiatives within the community.
d) Support the requirements of all organizations with respect to emergency preparedness and
planning.This will also include the determination of funding requirements on an annual basis.
e) Leverage existing communications tools to provide relevant information to the public on a wide
range of issues.
f) Provide input into Bruce Power's outreach regional activities and the company's
Community Investment and Sponsorship Program
g) Recognize the benefit to the community of making facilities such as Bruce Power's new fire
training facility available to municipal fire departments.
h) Promote an annual scholarship program available to youth in Grey,Bruce and Huron Counties
i) Support advocacy for initiatives that are beneficial to the entire region.
j) Provide a forum to update on activities and projects on the Bruce Power Site to Staff
k) Continued participation by the organizations in the Bruce County Mutual Aid Plan and the
common sharing of resources during emergency responses in the region.
1) Continued efforts to provide public education regarding nuclear emergency preparedness and a
unified message delivered to the communities by the organizations through

m) Provision of property and other infrastructure to support Bruce Power's offsite air sampling
obligations.
ENGAGEMENT&REPORTING
Bruce Power and the Municipalities of Kincardine and Saugeen Shores will continue to engage
to advance these areas of co-operation and a joint steering committee will meet as needed to
align and advance these various issues.The steering committee will consist of Bruce Power's
Vice-President Corporate Affairs and the Chief Administrative Officers of the Municipality of
Kincardine,the Municipality of Saugeen Shores and the Mayors of both communities.
This MOU will be made available to the public on the websites of all participating organizations
and an annual report, or updates as deemed necessary, will be published each year on the
progress made between the organizations in relation to this MOU.
