HomeMy WebLinkAboutTWP 87 006 Emergen Service Plan " . . / v~ THE CORPORATION OF THE TOWNSHIP OF KINCARDINE BY-LAW NUMBER g.7-o6 · Being a By-law "TO ESTABLISH A PLAN FOR THE CO-ORDINATION OF MUNICIPAL EMERGENCY SERVICES IN THE EVENT OF A FLOOD, HURRICANE, WINDSTORM, BLIZZARD, LANDSLIDE, EXPLOSION, AIRCRAFT OR RAIL CRASH, TOXIC FLAMMABLE GAS ESCAPE, BUILDING OR STRUCTURE COLLAPSE, UNCONTROLLABLE FIRE OR THREAT OF ANY OF THE FOREGOING". WHEREAS it is deemed expedient in the event of certain specific emergency situations or the threat of such situations occurring in the Township of Kincardine to ensure, by prior arrangement, the efficient co-ordination of Municipal emergency services operations to provide for safety and welfare of the inhabitants; AND WHEREAS Section 72(1), Chapter 302 of the Municipal Act, R.S.O. 1980 states: "Every Council may pass such by-laws and make such regulations for the health, safety, morality and welfare of the inhabitants in matters not specifically provided for by this By-law as may be deemed expedient and are not contrary to the law: · AND WHEREAS Section 72(1), Chapter 302 of the Municipal Act 1980, states that the Reeve of the Township is the head of the Council and the chief executive officer of the Township; THEREFORE the Council of the Corporation of the Township of Kincardine ENACTS as follows: 1. In the event that a flood, hurricane, windstorm, blizzard, landslide, explosion, aircraft or rail crash, toxic or flammable gas escape, building or structure collapse, or an uncontrollable fire, or the threat of any of the foregoing emergencies should occur within the Township of Kincardine so as to affect the inhabitants of the Township of Kincardine, a plan for the co-ordination of Municipal Emergency Service, a copy of which hereto attached and which forms Schedule "A" to this By-law shall come into effect forthwith. 2. All emergency operations shall be directed and controlled by a group of officials responsible for providing the essential services needed to minimize the effects of the emergency on the Municipality. This will be known as the Emergency Operations Control Group. · It will consist of the following: -The Reeve or his/her alternate (Chairperson) -The Clerk or his/her alternate -The Ontario Provincial Police or his/her alternate -The Fire Chief or his/her alternate -The Township of Kincardine Road Superintendent or his/ her alternate -The Managers of the Ontario Hydro Walkerton District or their alternate -The Medical Officer of Health of the Bruce County Health Unit or his/her alternate The services, agencies or officials listed below or appended to this By-law will operate in support of the Emergency Operations control Group as, and when, required. Noti- fication will be passed to them by the Clerk or the Municipal service with whom they normally operate. · -The Deputy Clerk or his/her alternate -The Chief Building Official or his/her alternate -The Social Services Administrator or his/her alternate . . · · · .' . . -2- -The Director of the Bruce County Ambulance Service or his/her alternate -All resources of Township departments 3. In the event that an emergency occurs in a neighbouring Municipality, and an alert is sounded by that Municipality, members of the Emergency Operations Control Group shall be responsible for dispatching personnel or equipment from their respective department to provide assistance. 4. The Reeve or alternate on the advice of other members of the emergency Operations Control Group may declare a state of emergency and designate any area of the Township of Kincardine as an emergency area and implement the plan. 5. This By-law shall come into force and take effect immediately on its passing. 6. By-law #74.08 is hereby repealed. THE CORPORATION OF THE TOWNSHIP OF KINCARDINE SCHEDULE "A" to BY-LAW NO. 87-04> . PEACETIME EMERGENCY PLAN 1. AIM To lay down the framework for a plan of action for the most efficient employment of all services required in order that the following may be assured: 1.1 The prompt response to an emergency by all required services and the establishment of overall control of emergency operations. 1.2 Earliest possible control established to seal off the area of concern, to minimize crowd convergence, to maintain order at the scene of the emergency so that emergency operations are not impeded. 1.3 Immediate action taken to eliminate all sources of potential danger in the area of the incident. · 1.4 The evacuation of any building considered to be in a hazardous situation. 1.5 The prompt rescue of all persons trapped and the provision of first aid at the site. 1.6 Controlled evacuation and balanced distribution of casualties to hospitals. 1.7 The provision, where necessary, of such essential social services as may be required for persons affected by the incident and the emergency services personnel involved. 1.8 Prompt factual offical information to: 1.8.1 All officials involved in emergency operations 1.8.2 The news media to allay public anxiety and to reduce the number of onlookers at the scene. · 1.8.3 Concerned individuals seeking personal information. 1.9 Restoration of Normal Services. 2. IMPLEMENTATION OF THE PLAN 2.1 This plan will be implemented as soon as an emergency occurs or is expected, which is considered to be of such magnitude as to warrant its implementation. 2.2 This decision shall be made by a member of the Emergency Operations Control Group who received the initial warning and/or arrives first on the scene of the emergency. 2.3 At this time, this official will activate the alerting system (in whole or in part) by calling the police officer on duty, identifying himself, giving all necessary pertinent information of the emergency and requesting activation of the alert. · · · · · . . -2- 3. EMERGENCY ALERTING SYSTEM 3.1 On receipt of an official message from a member of the Emergency Operations Control Group activating the Emergency Alerting System, the on-duty police officer will implement it in the approved order. 3.2 On receiving the emergency alert, the members of the Emergency Operations Control Group will assemble at the scene of the incident at the Fire department vehicle whith will be the control vehicle or if the emergency is wide spread, at such other control facility as may be designated for the emergency. Liaison amongst radio systems will be established at the site. 3.2.1 The Assembled Emergency Operations Control Group will select a senior officer from those present to exercise overall control pending the arrival of the Reeve or his/her alternate, at the control vehicle. 3.2.2 The Reeve, or his/her alternate, on the advice of the Operations Control Group, may declare the peace time emergency terminated, and all agencies alerted should be so informed as soon as possible. 4. RESPONSIBILITIES OF THE EMERGENCY OPERATIONS CONTROL GROUP 4.1 The Reeve of the Township of Kincardine, or his/her alternate is he/she is absent or incapacitated, may, on the advice of the other members of the Emergency Operations Control Group, officially declare an emergency to exist and may, for the purpose of the Plan, designate any area as an "Emergency Area". 4.2 The following actions may be taken in an emergency: 4.2.1 Evacuation of those buildings within the "Emergency Area" which are themselves considered dangerous or in which the occupants are considered to be in danger from some other source. 4.2.2 The selection of an assembly area at which additional manpower and equipment of all Services will gather. 4.2.3 Dispersal of groups of people who by their presence are considered to be in danger, or whose presence hinder in any way the efficient functioning of the operation. 4.2.4 Arrangement for the accommodation and main- tenance, on a temporary basis, of any residents who are in need of assistance due to displace- ment as a result of the emergency. 4.2.5 The calling out and employment of any municipal equipment and personnel. · · · · . . -3- 4.2.6 Requesting the assistance of personnel and equipment of voluntary and other agencies not under municipal control as may be required for emergency operations-St. John Ambulance Brigade, Snowmobile Clubs, Local Construction Firms, Radio Clubs, Scouts, etc. 4.2.7 Establishment of an information centre for the issuing of accurate releases to the news media and for issuing of authoritative instructions to the general public. 4.2.8. Establishment of a registration and inquiry centre to handle individual requests for information concerning all aspects of the emergency. 4.2.9 Establishment of a system to ensure balanced distribution of casualties to hospitals. 4.2.10 Discontinuance of any service within the "Emergency Area" without notice to the consumer, is such services constitute a hazard. 4.2.11 Should the resources of the Township of Kincardine be insufficient to control the emergency, assistance either civilian or military, will be requested from the Provincial or Federal Government. 5. RESPONSIBILITIES AND FUNCTIONS OF THE POLICE DEPARTMENT 5.1 The responsibilities and functions of the Ontario Provincial Police in a peacetime emergency will be as follows: 5.1.1 Control, and if necessary, disperse crowds with- in the emergency area. 5.1.2 Control traffic where required to facilitate the movement of emergency vehicles both in and out of the emergency area. 5.1.3 Ensure free movement of ambulances over routes to hospitals. 5.1.4 Conduct evacuation of buildings as authorized by the Reeve. (See also Section 4.2.1) 5.1.5 Arrange for the maintenance of law and order in any communal emergency welfare facility. 5.1.6 Ensure the protection of property against looting within the emergency area. 5.1.7 Advise the Coroner in the event of fatal casualties. 5.1.8 To activate the Ontario Provincial Police, and any other police force with disaster equipment, when deemed necessary. 6. RESPONSIBILITIES AND FUNCTIONS OF THE FIRE DEPARTMENT 6.1 The responsibilities and functions of the Fire Department in a peace!:ime emergency will be as follOl"s: i . · · · . . -4- 6.1.1 Conduct all operations connected with the fighting of fires. 6.1.2 Activate the Bruce County Mutual Aid System if it is deemed necessary. 6.1.3 Determine if additional special equipment or supplies will be required, and, if so, make the necessary arrangements through the Emergency Operations Control Group for procurement--e.g. air packs, special protective clothing, etc. 6.1.4 Provide equipment and manpower to assist in pumping operations. 6.1.5 Provide resuscitation equipment and trained manpower when or where required. 6.1.6 Arrange for or conduct such tests as may be necessary to determine the degree of hazard existing in buildings from explosive, inflammable or toxic agents in conjunèt1.orr"wLth other agencies involved. 7. RESPONSIBILITIES AND FUNCTIONS OF ONTARIO HYDRO 7.1 The responsibilities and functions of Ontario Hydro in a peacetime emergency will be as follows: 7.1.1 Discontinue services to any consumer where this is considered in the interest of public safety. 7.1.2 Provide alternative supplies and energy where necessary and practicable. 7.1.3 Calling out sufficient staff to survey the site of the Emergency and check the area or building for safety. 8. RESPONSIBILITIES AND FUNCTIONS OF THE TOWNSHIP ROAD SUPERINTENDENT 8.1 The responsibilites and functions for the Township Road Superintendent in a peacetime emergency will be as follows: 8.1.1 Provide barricades and flashers at the site of the incident on receipt of the "Emergency Alert". 8.1.2 Provide municipal vehicles and equipment, together with operator as required. 8.1.3 Obtain information on rising flood waters as required. 8.1.4 Carry out all snow clearing and removal operations. 8.1.5 Take action in the event of Chemical spills. 8.1.6 Organize and procure equipment for pumping operations. 8.1.7 Arrange for demolition of unsafe buildings and excavation operations where required. ,,,"~ . . . -5- 8.1. 8 To advise on alternate traffic routes during emergency. . 9. RESPONSIBILITIES OF THE DISTRICT HEALTH UNIT 9.1 The responsibilities of the District Health Unit Director in a peacetime emergency will be as follows: 9 .1.1 Arrange for first aid at the incident site. 9 .1.2 Make arrangements for a balanced distribution of casualties to hospitals. 9 .1.3 Arrange for the dissemination of all special instructions to the population on matters concerning public health. 9.1. 4 Arrange for safe disposal of waste or potentially dangerous material. 9.1. 5 Arrange for mass immunization where required. 9.1.6 Ensure the potability of emergency water supplies for the municipality. · 10. RESPONSIBILITIES OF THE SOCIAL SERVICES DEPARTMENT 10.1 The responsibilities of the Social Service Department in a peacetime emergency will be as follows: 10.1.1 Provide social services assistance to any person in need of food, accommodations and clothing due to the emergency situatuion. 10.1.2 Arrange for the opening, operation, direction and supervision of sufficient welfare centres required to provide the immediate emergency social services needed. 10.1.3 Arrange for assistance from the volunteer agencies within the community to carry out the social services functions. e.g. Salvation Army, Red Cross, Church Groups. · 11. RESPONSIBILITIES AND FUNCTIONS OF THE CLERK'S OFFICE 11.1 The responsibilities of the Clerk's Office in a peacetime emergency will be as follows: 11.1.1 The Clerk will be the Chief Operations Officer to the Reeve and will co-ordinate the operations and requirements of the Emergency Operations Control Group. 11.1.2 To arrange for manning of the Township Office phones and to establish radio contact, as may be required with the Operations Control Group. 11.1.3 If so instructed by the Operations Control Group, to provide an Information Centre and a Registration and Enquiry Centre as set out in clauses 4.2.7 and 4.2.8. · 12. UPDATE 12.1 It will be the responsibility of the Clerk to review The Appendices to this document on an annual basis for the accuracy of information.
