It is hereby enacted by the Council of the Township of Kincardine,
that the persons hereinafter mentioned be and are appointed and
their respective salaries for 1997 be:

COUNCIL MEMBERS EXPENSE ALLOWANCE
Elected Municipal Officials shall receive remuneration monthly
as hereby authorized, plus special Council Meetings, Committee
Meetings, Convention and Mileage Expense of .30/km. One third
(1/3) of the total remuneration paid for per diem and meeting is
to be designated as expense allowance. Council members shall
receive mileage for 24 Regular Meetings at .30/km. Expense
accounts for previous month shall be submitted at the first
regular meeting of each month, and paid the first pay period
thereafter.

Policy and Benefits are set out in Schedule "A" to this By-Law.
Waaes and Mileaae set by this By-Law for staff and appointed
officials are retroactive to January 1st, 1997.
This By-Law shall come into force at the date of its final
passing.
By-Law 96-01 is hereby repealed.

SCHEDULE "A" TO BY-LAW 97-01
Being a Schedule of Benefits and setting out Policy as follows:
1. Probation Deriod
For a full time employee to be three to six months at the
discretion of Council.
2. Pay Rate - Starting Rate (date hired)
Increase in three (3) months
Increase in 9 months from date of hiring
Increase in 15 months from date of hiring
At fifteen months the employee will have
reached the full rate.
3. Sick Days for Full Time EmPloyees
(Upon completion of probation) One and one-half days
per month - maximum 90 days.
In case of severance, employee would get ~ of earned
days pay on severance to a maximum of 45 days.
Road and Office employees based on an average 40 hour
week. If employee is sick he/she gets his/her full
day's pay (B hours Roads and Office employees) up to
amount of his/her built up credit.
Sick Days may be used for Doctor and Dentist
Appointments.
Medical Certificate required after (2) two days.
Sick Days based on current wages.
In case of death of an employee, earned sick days
would be payable to the estate.
4. Accumulated Sick Days after Ten Years
In case of severance or retirement an employee who has
been employed a minimum of ten years is eligible to take
one-half of earned days at his/her current rate over an
extended time (maximum forty five days) and benefits would
continue until earned days are used up.
5. Vacation Pay (All EmDloyees)
- To be eligible for two (2) weeks paid vacation an
employee must complete one year as a full time employee
of the municipality
- After two years - two (2) weeks
- After three to ten years - three (3) weeks
- After ten years - four (4) weeks
- After twenty years - five (5) weeks
- Holidays to be arranged with Superintendent prior to
vacation.
- Employees may carryover one (1) week of vacation from
the previous year until no later than April 30th.
(In case of severance an employee has taken vacation prior
to June 30, remaining vacation pay will be based on 4% of
earnings) .

An employee who works a Statutory Holiday shall be paid
the premium rate of time and one half his/her regular
wages for those hours worked, in addition to the
employee's regular day's pay for that statutory holiday.
Exception - Christmas Day - December 25
An employee who is required to work Christmas Day shall be
paid the premium rate of two and one-half times his/her
regular wage for those hours worked, in addition to the
employee's regular day's pay for that statutory holiday.
7. GrouD Insurance Eliaibility:
Coverage applies to full time employees only
Sixty (60%) per cent of the premium is paid by the
Municipality
Forty (40%) per cent of the premium is paid by
the employee
- Green Shield Group Insurance; first of the month
following hiring. Effective Feb 1/96 coverage
will also included dental.
The Co-operators Insurance; three month waiting
period
- American Home Assurance; three month waiting period
8. Reaistered Retirement Sayinas Plan
RRSP only applies to full time employees participating in
this Plan prior to the implementation of OMERS (Sept.
1/94), with the exception of 2 employees (Ron Hayes and
Eric Hewitt) who chose to join OMERS upon receiving
approval by Council. (By-Law 89-11 amended by By-Law 94-29
and 97-02)
9. OMERS
Every person who becomes an employee of the Employer on or
after the effective date (September 1, 1994), if such
person is employed on a continuous full time basis shall
become a member of the System. (By-Law 94-22)

10. Overtime
Effective April 1, 1996 an employee of the Road Department
(outside workers) shall be paid overtime pay for each hour
worked in excess of forty-four (44) hours in a work week
at an amount not less than one and one half times his
regular rate.
11. Bereavement Leave
The Municipality agrees that in the event of a bereavement
in an employee's immediate family, (meaning spouse, son,
daughter, parents, grandparents, sister, brother, mother-
in-law, father-in-law, brother-in-law or sister-in-law,
stepson, stepdaughter, step parents, step grandparents,
step sister, step brother, step mother-in-law, step
father-in-law, step brother-in-law or step sister-in-law)
if the employee attends the funeral, to allow the employee
such time off as necessary up to a maximum of three (3)
days and to pay for the days which the employee would have
otherwise worked at his regular rate of pay. If the
employee is unable to attend the funeral, he shall be
allowed one (1) day off without loss of pay.
Bereavement Leave while on probation, at the discretion of
Council.
12. C10thina Allowance
After three months, full time hourly rated outside
employees receive $100.00 annual clothing allowance.
13. Reauest For Week-End Off
During times when it is necessary to work weekends and an
employee wishes to have the week-end off, the Road
Superintendent must be properly notified. The time off
will be at the discretion of the Road Superintendent.
14. Jurv Duty
In case an employee is called for Jury Duty he/she shall
be allowed such time off as necessary and paid for the
days or part thereof which the employee would have
otherwise worked, at his/her regular rate of pay.
Remuneration, excluding mileage, received by the employee
from the Courts for the performance of Jury Duty shall be
reimbursed by the employee to the employer.
Copy of Notice to be filed with the employer as well as
any other pertinent information relative to remuneration
from the Courts.

15. Roads Crew Standby Time
$40.00 standby time will be paid for winter weekends
($20.00/day) (Nov. 15 - Apr. 15). Four out of five men
per weekend, on a rotating basis and under the direction
of the Road Superintendent.
An employee who is scheduled for standby but is not
available when called, or unable to report for duty due to
illness or any other reason will not receive standby pay
for that day.
16. Summer Hours
Roads Crew
From May 1st to September 30th, to work four (4) nine (9)
hour days and leave at 11:00 a.m. on Fridays. Any
occasional variance in these hours will be at the
discretion of the Road Superintendent.
Office Hours
Year-round, 8:30 a.m. to 4:30 p.m.
17. Snow Days
If an employee cannot report for work because of snow,
there will be no remuneration for the day/days missed.
If an employee reports for work and is required to leave
early because of snow, the employee shall receive full
remuneration for the normal working hours of that day.
