MUNICIPALITY OF THE TOWNSHIP OF KINCARDINE
BY-LAW 91-01
A By-law appoint Municipal officials and setting their respective
salaries for 1991 au authorized by the Municipal Act R.S.O. 1980
C 302, sec 208 (45)
It hereby enacted by the Council of the Township of Kincardine,
that the persons hereinafter mentioned be and are appointed and
their respective salaries for 1991 be:

COUNCIL MEMBERS EXPENSE ALLOWANCE
Elected Municipal Officials shall receive remuneration monthly as
hereby authorized, plus special Council Meetings, Committee
Meetings, Convention and Mileage Expense of .30 Ikm. One third
(1/3) of the total remuneration paid for per diem and meeting is
to be designated as expense allowance. council members shall
receive mileage for 24 Regular Meetings at .30 Ikm. Expense
accounts for previous month shall be submitted at the first
regular meeting of each month, and shall be paid at the second
regular meeting of each month.

MEAL ALLOWANCE
Maximum of $35.00 per day
All Municipal representatives.
Policy and Benefits are set out in Schedule "A" to this By-Law.
Waaes and Mileaae set by this By-Law for staff and appointed
officials are retroactive to January 1st, 1991.
Elected Officials mileage retroactiye to December 1st, 1990.
ReDeal of Certain BY-Laws
Township of Kincardine By-Law Numbers 88-06, 90-01, and 90-23 are
hereby repealed.
This By-Law shall come into force at the date of its final
passing.

SCHEDULE "A" ~O BY-LAW 91-01
Being a Schedule of Benefits and setting out Policy as follows:
1. Probation period for a new employee to be three to six
months at the discretion of Council.
2. Pay Rate - Starting Rate (date hired)
- Increase in three (3) months
- Increase in 9 months from date of hiring
- Increase in 15 months from date of hiring
- At fifteen months the employee will have reached
the full rate.
3. Sick Days and Statutory HOlidays- are not paid until
employee has completed three (3) months of employment.

Sick Days For Full Time Employees (upon completion of probation)
One and one-half days per month
- maximum 90 days.
In case of severance, employee would get ~ of earned days
pay on severance to a maximum of 45 days.

All based on an average 40 hour week. If employee is sick
he/she gets his/her full day's pay (8 hours) up to amount
of his/her built up credit.
Medical Certificate required after (2) two days.
Maximum stays at 90 days even if employee is still with us.
Sick Days based on current wages
In case of death of an employee, earned sick days would be
payable to the estate.
5.
Accumulated Sick Days after Ten Years

In case of severance or retirement an employee who has
been employed a minimum of ten years is eligible to take
one-half of earned days at his/her current rate over an
extended time (maximum forty five days) and benefits
would continue until earned days are used up.
6. Vacation Pay (All Employees)-
- After one year - two (2) weeks
- After two years - two (2) weeks
- After three to ten years - three (3) weeks
- After ten years - four (4) weeks

(In case of severance and employee has taken vacation prior
to June 30, remaining vacation pay will be based on 4% of
earnings) .
Holidays to be arranged with Superintendent prior to Vacation
Time.

7. Paid Statutory HOlidays - New Years, Good Friday,
Victoria Day, Dominion Day,
Civic HOliday, Labour Day,
Thanksgiving, Christmas Day,
Boxing Day and
One Floating Holiday.
8.
Group Insurance - The municipality pays fifty (50%) per cent
of the premium for coverage of full time Office Staff and
full time Roads Department employees. The coverage applies
to full time employees only.

9. Group Insurance Eliqibility:
- Green Shield Group Insurance; first of the month
following hiring
- First North American Life; three month waiting period
10. Reqistered Retirement Savinqs Plan
To be eligible for the Registered Retirement Savings Plan
an employee must be in the employment of the Township of
Kincardine for one year
11. Overtime - anything over 110 hours in a two (2) week pay
period is considered overtime
1. An employee of the Road Department shall be paid
overtime pay for each hour worked in excess of
fifty-five hours in a work week at an amount not
less than one and one half times his regular rate.
2. Where the hours of work are less than fifty-five hours
in a work week, the difference up to an amount not
exceeding twenty-two hours between the hours of work
in the work week and fifty-five hours may be added to
the maximum hours for the purpose of determining the
overtime of the employee in the immediately following
calendar week.
12. Bereavement Leave
The Municipality agrees that in the event of a bereavement
in an employee's immediate family, (Meaning spouse, son,
daughter, parents, grandparents, sister, brother, mother-in-law,
father-in-law, brother-in-law or sister-in-law) if the
employee attends the funeral, to allow the employee such
time off as necessary up to a maximum of three (3) days
and to pay for the days which the employee would have
otherwise worked at his regular rate of pay. If the
employee is unable to attend the funeral, he shall be
allowed one (1) day off without loss of pay.
Bereavement Leave while on probation, at the discretion
of Council.
13.
Clothinq Allowance
After three months, full time hourly rated outside employees
receive $100.00 Annual Clothing Allowance.
14. Request For Week-End Off
During times when it is necessary to work weekends and
an employee wishes to have the weekend off, the Road
Superintendent must be properly notified. The time off
will be at the discretion of the Road Superintendent.
