CORPORATION OF THE TOWN OF KINCARDINE
BY-LAW NO. 4644
BEING A BY-LAW TO APPOINT AN ECONOMIC
DEVELOPMENT COMMISSIONER FOR THE
TOWN OF KINCARDINE
WHEREAS Section 208, paragraph 45 of the Municipal Act, R.S.O.
1980, Chapter 302, permits a municipal council to enact a by-law
to appoint such officers and servants as may be necessary for
the purposes of the corporation, or for carrying into effect the
provisions of any Act of the Legislature or by-law of the council,
and for fixing their remuneration and prescribing their dates,
and the security to be given for the performance of them.
AND WHEREAS the Council of the Corporation of the Town of
Kincardine deems it expedient to hire an Economic Development
Commissioner for the Town of Kincardine in order to develop the
tourist, commercial and industrial sectors of the local economy.
NOW THEREFORE the Council of the Corporation of the Town of
Kincardine ENACTS as follows:
1. That the position of Economic Development Commissioner
be hereby established.
2. That John Brian Radigan be hired as the Economic Development
Commissioner for the Town of Kincardine for a period of
three years.
3. That the job description attached to this by-law as Schedule
"A" and which forms a part of this by-law be hereby adopted
as the job description for the Economic Development
Commissioner.
4. That the terms and conditions of employment of the Economic
Development Commissioner shall be subject to a separate
Agreement between the Corporation of the Town of Kincardine
and the Economic Development Commissioner.
5. That this by-law shall take effect on January 4, 1985 and
expire on January 3, 1988.

Job Description: ECONOMIC DEVELOPMENT COMMISSIONER
.
1. Position Title:
ECONOMIC DEVELOPMENT COMMISSIONER
2. Reporting Relationship:
REPORTS TO THE MUNICIPAL COUNCIL THROUGH THE
ECONOMIC DEVELOPMENT COMMITTEE OF COUNCIL
3. Purpose of Position:
To develop and pursue policies which promote the
Town of Kincardine in reaching its goals and ob-
jectives for economic growth. To implement and
manage corporate promotion programs and activities.
4. Scope of Position:
Promotes and encourages balanced industrial, com-
mercial and residential development according to
Council's policies and priorities with a view to
providing increased assessment, employment and
social opportunities.
5. Responsibilities:
5.1 Discusses plans and priorities with the Economic
Development Committee of Council; plays a principal
role in the resolution of conflicting priorities which
may arise between Council, The Economic Development
Advisory Board and various factions within the community.
5.2 Provides policy options with supporting recommendations
to the Economic Development Committee of Council on
marketing programs and business development goals and
objectives:
a. conducts research to evaluate significant strengths
and weaknesses in Kincardine's socio-economic
structure; e.g., balance of industrial and
commercial assessment growth, utilization and
serviCing of land, parking, attitudes of the local
business community and of community organizations.
b. identifies areas that should be safeguarded for
development and advises on methods of protecting
these areas for future residential, commercial
and industrial use and/or for rehabilitation
purposes.

c. maintains close liaison with Bruce County
Planning Officials - reviews Official Plan,
Secondary Plans and Zoning policies for
development opportunities that will not
violate planning policies and principles
d. considers ideas and concepts for using
existing property and vacant land (regardless
of present ownership) which might be utilized
for development pur.poses for maximum public
benefit.

5.3 Provides a high level of promotional expertise and
personal energy in support of the planning,
implementation and administration of Council's
development policies:
a. Encourages and willingly accepts assistance
from business and community leaders in
development policies and programs.
5.4 Has primary responsibility for promoting industrial,
commercial, retail and professional development in
Kincardine: analyzes socio-economic data, labour
statistics, population and the business/residential
assessment base.
a. promotes and follows up on leads to make the
business community outside Kincardine fully
aware of what the community has to offer
client organizations and their employees;
arranges meetings between prospective clients
to discuss Kincardine's development plans;
utilizes representatives from the business
community and other groups to assist in
promotional and marketing activity.
b. travels as far afield as may be required, and,
as approved, to represent the community and to
attract new clients,
c. conducts budgeted formal and informal advertising
campaigns aimed at the business community,
d. as alternate demands become necessary, will
direct industrial or commercial development
to those other areas within the County of
Bruce in order to satisfy the requirements
of those clients with whom he may have
contact.
5.5 Works with the Economic Development Advisory Board
and to the Economic Development Committee of Council
to co-ordinate planning, budgeting and development
activities and to provide policy advice to Economic
Development Committee of Council on the attraction
and retention of businesses.
5.6 Acts as intermediary between new business clients
and various Town Departments to explain services
that are available from the Town as well as its
regulatory, taxation and other governing practices.
5.7 Conducts assignments within budget appropriations
approved by Economic Development Com~ittee of Council
and discusses budgetary requirements with the Admin-
istrator and Treasurer.

5.8 Works with the Commercial Development Committee,
Industrial Development Committee, and the Tourism
Committee in developing their annual budgets which
are, in turn, submitted to the Economic Development
Advisory Board. Works with the Economic Development
Advisory Board in developing their budget which is,
in turn, submitted to the Economic Development
Committee of Council.
5.9 Maintains communication with various external
organizations with an interest in business development
to maintain an awareness of trends, techniques and
opportunities and to take advantage of research, i.e.,
developers, institutions, universities, retail and
m~nufacturing associations, provincial and federal
governments and development councils.

a. maintains skills and knowledge at a high level
by attending appropriate courses, seminars, and
conferences as approved and by undertaking
selected reading.
b. maintains as close a liaison as possible with other
development departments in the County and maintains
a good working relationship with those departments.
5.10 Provides periodic activity and project status reports
to the Economic Development Committee of Council;
evaluates the Corporate economic development effort
and makes appropriate recommendation for change.
5.11 Explains the municipality's development program by
meeting with and speaking to various business and other
cOmÅ’unity groups.
5.12 Respects the confidentiality required by business clients.
5.13 Maintains a close liaison with and attends the meetings
of the following comrr.ittees in a liaison capacity:
Economic Development Advisory Board, Commercial
Development Committee, Industrial Development Committee,
Tourism Development Committee.
5.14 Performs such other tasks as may be assigned by the
Economic Development Committee of Council.
6. Working Conditions:
Actively involved in promoting town development. Has
a high public profile, particularly in the business
community.
Must be accessible to potential clients and existing
Kincardine business leaders for consultation and
assistance in reaching development objectives.
Hours of work are as required.
Frequent meetings and travel to support Corporate
development goals and to present Kincardine as a
healthy community with a municipal council energe-
tically involved in the economic grcwth of the town.
7. Working Relationships:
a. With the Clerk Administator and Deputy Clerk and
Treasurer
Maintains regular liaison, discusses policies and
decisions of Council, arranges mutualalttivities
and joint programs to best suit needs of all concerned.

b. With Council, the Chamber of Commerce and the Economic
Development Advisory Board:
Suggests policy alternatives and technical advice and
guidance to Council through the Economic Development
Committee of Council. Communicates with and maintains
harmonious relations with the Economic Development
Advisory Board and all Committees and with the Chamber
of Commerce.

c. With Others on Staff:

Works closely with municipal staff in planning
economic development programs and activites.
d. With the Business Community;
Helps to develop and maintain mutual understanding
and a good working relationship between the business
community, citizens and other groups and the municipal
council in a united effort to promote the economic
development of the town.
e. With Institutions, Associations and Other Governments:
Maintains close liaison to take advantage of business
development opportunities. Keeps agencies informed
of advantages of locating in Kincardine.
8. Knowledge and Skill:
Formal training in marketing and/or business administration
with private sector business experience.
Must have ability to work with and bring various groups
together in working for the common good of the community.
A good organizer and public speaker.
Good understanding of and appreciation of the municipal
government process.
9. Impact of Error:
Poor policy advice could result in inappropriate
economic development policy decisions by Council.
Marketing errors could result in lost development
and assessment opportunity which would result in lost
employment opportunities.
Inability to communicate well could result in
financial loss to the Town and loss of confidence in
the Corporation.
10. Supervision
By policies of municipal Council; specific direction
of Economic Development Committee of Council and
personal performance standards of incumbent. Has
responsibility for duties and communication function
as set out in the economic activity organization
chart attached hereto.

THE CORPORATION OF THE TOWN OF KINCARDINE
BY-LAW NO. 4630
BEING A BY-LAW TO AUTHORIZE THE CONSTRUCTION
OF A NEW SERVICE CENTRE.
WHEREAS pursuant to paragraph 51 of Section 210 of the
Municipal Act, By-laws may be passed by the Councils of local municipal-
ities for authorizing the work hereinafter setforth;
AND WHEREAS the Public Utilities Commission is the
owner of lots 33 and 34 on the east side of Queen Street, Town of
Kincardine;
AND WHEREAS the Council of the Corporation of the
Town of Kincardine by an affirmative vote of at least three-fourths of
all members of Council ENACTS as follows:
1. In this By-law "work" shall mean the construction of a concrete
block service centre having an area of approximately 700 square
metres at an estimated cost of $420,000.00.
2. The undertaking of the said work, the extension of the powers of
The Corporation of the Town to proceed therewith, and the provision
of monies therefor by the issue of debentures in an amount not
exceeding $420,000.00 less payment of $120,000.00 from the Hydro
Reserve fund and repayable in 20 years is hereby approved and
authorized.
3. The Treasurer of the said Corporation may, subject to approval of
Council, agree with any bank or person for temporary advances of
money to meet the costs of the work pending the completion thereof.
4. B.M. Ross & Associates Limited be appointed as Engineer and they
do furtherwith make such plans, profiles and specifications and
furnish such information as may be necessary for the making of a
contract for the execution of the work.
5. The work shall be carried on and executed under the supervision
of and according to the directions and orders of the Engineer.
6. In each year in which an instalment of the said debentures becomes
due, the amount to be paid shall be paid from the income of the
P.U.C. until the debenture has been paid in full.
7. This By-law shall not come into force and effect until the approval
of the Ontario Municipal Board has been obtained pursuant to
Section 64 of the Ontario Municipal Board Act and shall come into
force and effect upon such approval being given.
