A BY-LAW TO ENTER INTO AN AGREEMENT WITH STEVEN NISBETT
FOR SERVICES AS THE TOWN OF KINCARDINE'S
SMALL ANIMAL CONTROL OFFICER
NHEREAS the Town of Kincardine deems it expedient to enter into
an agreement with Steven Nisbett for services as a small animal
control officer;
NON THEREFORE The corporation of the Town of Kincardine ENACTS as
follows:

1.
That the mayor and clerk be hereby authorized to execute, on
behalf of The corporation of the Town of Kincardine, the
attached agreement with Steven Nisbett concerning his
services as the Small Animal Control Officer for the Town of
Kincardine.

final passage.

(hereinafter called "the Town")
OF THE FIRST PART

STEVEN NISBETT of the Township of Kincardine
in the County of Bruce
(hereinafter called "NISBETT")
OF THE SECOND PART
NITNESSETH that the parties hereto have agreed as follows:
1. For the purposes of this agreement:

may be required by the said by-laws or acts and shall take
instructions from the chairperson of the committee for
Protection to Persons and Property or in his/her absence the
clerk-administrator of the Town of Kincardine.

8.
The SMALL ANII-IAL CONTROL OFFICER shall, at his mm expense:
a) Supply transportation in thc performance of his duties.
b) Dispose of thc carcasses of dead dogs, cats and other
animals subject to all health and other regulations.
9. The SHALL ANI!-IAL CONTROL OFFICER shall have the cooperation
of the Kincardine Police Department when issuing any
summons, and shall cooperate with thcm notifying them when
he is going on patrol.
10. 'rhe term of this Agreement shall be for one year, commencing
on the lst day of January, 1988 and terminating on the 31st
day of December, 1988. This agreement may be terminated by
either' party upon thirty (30) days:Hitten notice to the
other.
11. The SHALL ANHIAL CONTROL OFFICER shall be paid at the rate
of SEVEN HUNDRED AND TIIIRTY-TIIREE DOLLARS AIJD SEVENTY-FIVE
CENTS ($733.75) per month commencing on the 1st day of
January, 1988.

DUTIES OF THE S~IALL ANHIAL co!!'mor, OFFICER
Maintain every room in the pound in a clean condition.
Ensure that the pound is adequately ventilated.
Ensure that adequate heat is provided for the comfort of
every animal in the pound.
Ensure that every animal is properly identified and that a
complete record is maintained on each animal.
Pens are to be properly sanitized.
Properly clean and flush any gutter or drain in the pound.
Ensure'that adequate lighting is provi.ded in the pound.
The following method should be used in cleaning the pens:
a) Loose feces or urine to be removed frqm the pen.
b)
Fecal material and

a suitable disinfectant.
d) The entire pen should then be rinsed with hot water.
e) Pen doors should be sanitized in a similar manner.

g) Animals to be removed from their cages during cleaning
procedure.
9. Adequate amounts of suitable food and water are to provided
to each animal.
10. Every container for feed or water shall be maintained in a
sanitary condition.
11. Impounded animals bearing identification are to be reported
to the nearest office of the Ontario Society for the
Prevention of Cruelty to Animals, or any Society affiliated
therellith.
12. Dispose of animals following the minimum redemption period
which shall not be less than three days, excluding the day
on which the animal was impounded and any holidays.
