THE CORPORATION OF THE TOWN OF KINCARDINE BY-LAW NO. 1989-14 BEING A BY-LAW TO APPOINT WILLIAM MOULTON AS WORKING FOREMAN FOR THE TOWN OF KINCARDINE WHEREAS the Council for The Corporation of the Town of Kincardine deems it adviseable to create the position of Working Foreman for the Public Works Department in the Town of Kincardine and to appoint an individual to that position; NOW THEREFORE, the Council for The Corporation of the Town of Kincardine ENACTS as follows: 1. That William Moulton be and is hereby appointed as Working Foreman and is hereinafter referred to as the Working Foreman effective January 5, 1989; 2. That the job description for the l'Iorking Foreman attached as Schedule "A" be hereby adopted as the job description for the Working Foreman; 3. The gross salary of the Working Foreman shall be in accordance with By-law 1987-100, Schedule "E", Range "L". The exact salary within such range shall be adopted by resolution of Council; 4. That By-law 1989-1 be and the same IS hereby repealed. 5. That this by-law shall come into full force and effect on the date of its final passage. READ a FIRST and SECOND time this 19th day of January, 1989. ~øl#~ Mayor READ a THIRD time and FINALLY PASSED this 19th day of January, 1989. ~¿jJl~~ Hayor '. .,,--- - · .' 1.0 BY-LAW NO. 1989-14 SCHEDULE "A" TOWN OF KINCARDINE JOB DESCRIPTION - WORKING FOREMAN position Title: WORKING FOREMAN - Works Department 2.0 Reporting Relationship Reports to the manager of public works. 3.0 Purpose of the position To supervise and assist the Town's public works department employees in the delivery of serv ices under the Town I s public works department subject to the direction of the manager for public works. 4.0 Scope of the position To exercise employees of direction of specific supervision and assistance the public works departments subject the manager of public works. of to the the 5.0 Responsibilities 5.1 To provide on site supervision and assistance to the employees of the Town's public works department as they install, maintain, operate and deliver the services of the public works department including: roadways, parking, sidewalks, vehicle maintenance, street lighting, sanitary sewers, pumpIng stations, sewage treatment, storm sewers, garbage collection, garbage disposal, beaches, parks and cemetery. 5.2 Recommends to the manager of public works, the recognition, discipline, discharge or layoff of employees under his/her supervision. 5.3 prepares regular work schedules to meet the deadlines and overall schedule of the manager of public works, assigns duties to staff, reviews work to ensure assigned duties are performed satisfactorily, trains new staff, determines overtime requirements and schedules staff accordingly. 5.4 Approves all time sheets of all staff under his/her supervision and submits to the manager of public works. 5.5 Responsible for the care, security and maintenance of municipal equipment, buildings and facilities under his/her jurisdiction safely and efficiently. 5.6 Is responsible for operation of parking revenues. the installation, maintenance and meters and the collection of meter 5.7 Other duties as assigned. . . -2- 6.0 working Relationships with Public Works Manager Carries out Builds and assignments all duties maintains are carried as assigned in time-frame required. manager's confidence that work out on schedule and on budget. With Public Works Staff Provides adequate direction to staff and builds and maintains their confidence in delegating work assignments. 7.0 Working Conditions 7.1 Hours of work will be as required with a minimum 40 hour week (8:00 a.m. to 5:00 p.m. Nonday to Friday) subject to the Town's personnel by-law. 7.2 No extra compensation will be paid for hours worked in excess of Item 7.1. 8.0 Knowledge and Skill 'l'he individual In this position should possess the following: five years related experience - highschool diploma - knowledge of sewage treatment process - ability to organize and direct staff and schedules - demonstrated supervisory ability - good judgement and decision-making skills - ability to deal with public effectively 9.0 Control Under the general supervision of the manager of public works.
