THE CORPORATION OF THE TOWN OF KINCARDINE
BY-LAW 1989-48
BEING A BY-LAW TO APPOINT REINHARD TRAUTMANN AS THE
MANAGER OF PUBLIC WORKS FOR THE TOWN OF KINCARDINE
.
WHEREAS the Council for The Corporation of the Town of Kincardine
deems it advisable to appoint an individual as the Manager of
Public Works for the Town of Kincardine;
NOW THEREFORE, the Council for The Corporation of the Town of
Kincardine ENACTS as follows:
1. That Reinhard Trautmann be and is hereby appointed as
the Manager of Public Works for the Town of Kincardine
to begin no later than July I, 1989.
2. The job description for the manager of pUblic works
shall be attached as Schedule "A" to this by-law.
3. The gross salary of Reinhard Trautmann shall be in
accordance with By-law 1987-100, Range "N", Schedule
"E". The exact salary within such range shall be
adopted by resolution of Council.
4. The Town shall pay moving expenses for Reinhard
Trautmann in the amount of $5,000.00 in recognition
that Reinhard Trautmann agrees to repay a portion of
these expenses to the Town if he leaves the job within
a period of three years as follows:
a) leaves before one year - $5,000.00
b) leaves between one and two years - $3,333.00
c) leaves between two and three years - $ 1,666.00
d) leaves after three years - $0.00
5. The manager of public works shall be a permanent full
time position in the Town of Kincardine and entitled to
all full time benefits afforded permanent full time
employees of the Town of Kincardine.
6. That this by-law shall come into full force and effect
on the date of its final passage.

JOB DESCRIPTION - Manager of Public Works
.
1.0 position Title:
Manager of Public Works
2.0 Reporting Relationship
Reports to the Public Works Committee and Kincardine Town
Council through the clerk-administrator.
3.0 Purpose of the position:
To manage the installation, maintenance, operation and
delivery of the public works of the Town of Kincardine ln
accordance with policies, directives and annual budgets
approved by Council.
4.0 Scope of the position:
To exercise broad management of the department including the
control and utilization of all human, financial and material
resources of the department subject to the policies of
Council and the Public Works Committee and the direction of
the clerk-administrator.
5.0 Responsibilities:
5.1 To supervise the installation, maintenance, operation
and delivery of the services of the public works
department: roadways, parking, sidewalks, vehicle
maintenance, street lighting, sanitary sewers, pumping
stations, sewage treatment, storm sewers, garbage
collection, garbage disposal, beaches, parks and
cemetery.
5.2 Recommends to Council through the Public Works
Committee and the clerk-administrator the hiring,
promotion, discipline, discharge or layoff of employees
under his/her supervision.
5.3 Prepares regular project work schedules, asigns duties
to staff, reviews work to ensure assigned duties are
performed satisfactorily, trains new staff or ensures
proper training is received within approved budget,
determines overtime requirements and schedules staff
accordingly and authorizes staff expense accounts.
5.4 Approves all time sheets for all employees of the
public works department and submits to the treasurer
when directed for payment.
5.5. Approves purchase orders and invoices relating to the
public works department in accordance with the annual
budget and council policy.

5.6 Responsible for the care, security and maintenance of
municipal equipment, buildings and facilities under
his/her jurisdiction safely and efficiently.
5.7 Organizes and supervises a municipal waste recycling
program.
5.8 Advises the airport manager and Airport Committee on
technical and servicing matters.

5.9 Is responsible for the installation, maintenance and
operation of parking meters and the collection of meter
revenues.
5.10 Recommend to Council through the Public Works Committee
and the clerk-administrator policies concerning the
public works department.
5.11 Responsible for the preparation of specifications for
invitations to tender and for the issue of purchase
orders for municipal materials, supplies, equipment and
capital projects where not done by the engineering
consultant.
5.12 Prepares operating and capital budgets for all areas
relating to the public works department for review by
the Public Works Committee and approval of Town
Council.
5.13 Prepares agenda, records minutes and attends all
meetings of the Public Works Committee and Parks
Committee.
5.14 Attends meetings of Council, Airport Committee, or any
other committee when requested.
5.15 Submits a monthly written report to the Public Works
Committee detailing the number of overtime hours for
each employee of the public works department for the
previous month and the cumulative year to date.
5.16 Acts as by-law enforcement officer relating to matters
relating to public works.
5.17 Advises the clerk-administrator with

6.0 Working Relationships

7.0 Working Conditions
7.1 Hours of work will be as required with a minimum 35
hour week (9:00 a.m. to 5:00 p.m. Monday to Friday)
subject to the Town's Personnel By-law.
7.2 No extra compensation will be paid for hours worked in
excess of Item 7.1.
8.0 Knowledge and Skill
8.1 The individual in this position should possess at
minimum, the following:
.
- five years municipal experience (or equivalent)
- a Certified Engineering Technologist (or equivalent)
- a community college diploma (or equivalent)
- knowledge of sewage treatment process
- ability to prepare reports and budgets
- ability to organize and direct staff and schedules
- good written and oral communications skills
- demonstrated supervisory ability
- good judgement and decision-making skills
- ability to deal with public effectively.
9.0 Control
9.1 Under general supervision of the clerk-administrator.
9.2 Under general direction of Council and the Public Works
Committee by way of policy decisions and budget
allocations.
