HomeMy WebLinkAbout08 163 RFP Professional Services Recreation Revitalization e e e e THE CORPORATION OF THE MUNICIPALITY OF KINCARDINE BY-LAW NO. 2008 - 163 BEING A BY-LAW TO ACCEPT A REQUEST FOR PROPOSAL FOR PROFESSIONAL SERVICES TO ASSIST THE RECREATION REVITALIZATION COMMITTEE FOR THE MUNICIPALITY OF KINCARDINE (Monteith Brown Planning Consultants) WHEREAS the Municipal Act, 2001, S.O. 2001, c. 25, as amended, Section 8 (1) and 9 provides that the powers of a municipality under this or any other Act shall be interpreted broadly so as to confer broad authority on the municipality to enable the municipality to govern its affairs as it considers appropriate and to enhance the municipality's ability to respond to municipal issues and a municipality has the capacity, rights, powers and privileges of a natural person for the purpose of exercising its authority under this or any other Act; AND WHEREAS pursuant to Sections 11 (1) and (3) of the said Municipal Act a lower-tier municipality may provide any service or thing that the municipality considers necessary or desirable for the public subject to certain rules and to pass by-laws with respect to matters within the sphere of jurisdiction of culture, parks, recreation and heritage; AND WHEREAS the Council of The Corporation of the Municipality of Kincardine deems it necessary to determine the present and future needs of the recreational community and requires qualified consultants to supply professional services; AND WHEREAS the Council of The Corporation of the Municipality of Kincardine deems it expedient to accept a proposal for these services from Monteith Brown Planning Consultants in the amount of $43,951.88 (excluding GST); NOW THEREFORE the Council of The Corporation of the Municipality of Kincardine ENACTS as follows: 1. That The Corporation of the Municipality of Kincardine enter into an agreement, attached hereto as Schedule 'A' and forming part of this by-law, with Monteith Brown Planning Consultants for Professional Services to assist the Recreation Revitalization Committee to determine the present and future needs of the recreational community at a cost of $43,951.88 (excluding GST). . . ./2 e e e e By-law No. 2008 - 163 Recreation RFP Acceptance (Monteith Brown Planning Consultants) By-law Page 2 2. That the Mayor and Chief Administrative Officer be authorized and directed to sign, on behalf of The Corporation of the Municipality of Kincardine, any contracts and other documents required to authorize such work to commence and to affix the corporate seal of the Municipality of Kincardine. 3. This by-law shall come into full force and effect upon its final passage. 4. This by-law may be cited as the "Recreation RFP Acceptance (Monteith Brown Planning Consultants) By-law". The Consultant shall in accordance with the attached Appendix 'A' to this agreement, being the Requests for Proposals for Professional Services, consult with the public to determine community recreational needs, provide recommendations on the future of recreation programs and facilities within the Municipality, review the material that the committee has gathered to date and evaluate need versus affordability. The initial proposal presented to council dealt with either revitalizing the current municipal community centre (Davidson Centre) or constructing a new community complex within the municipality. The committee mandate is as follows: -Complete a feasibility/needs study to determine community needs with regards to the future offucilities and recreation within the Municipality of Kincardine -Determine public support for a new or revitalized recreation facility -Provide alternative types of recreation facilities to be constructed or revitalized -Determine the willingness of the public to fund the various proposals -Come up with costs ofthe various proposals -Complete an inventory of existing fucilities within the Municipality of Kincardine and the uses 0 f each fucility. The committee can get access to the information regarding the inventory and use of existing facilities, current operating budgets, etc but will require professional assistance once the information is received with regards to analysis. The conclusion of our work should provide the committee with recommendations, alternatives and costs to assist us in our report to council for consideration. Specifically, the committee would like a consultant to facilitate the following: -consult with the public to determine commnnity recreation needs, which could include a needs/feasibility study, public meetings, open house, surveys, etc. -provide recommendations on the future of recreation programs and facilities within the municipality. -review of material that the committee has gathered to date with regards to adding onto the Davidson Centre facility or the construction of a new recreation community centre. -capital costs to build a new community recreation complex and operating costs for such a facility. -evaluating what we need versus what we can afford. Proposal Content Proposals are expected to contain the following: -a detailed statement of work -a description of the proposed methodologies that are to be applied in the conduct of each component ofthe study -a detailed schedule and work break-down structure setting out the level of effort and time for completion of various stages ofthe work and for submission of a final report. -a description of the past experience of the firm or consortium in similar projects \ -cost estimates for each task identified in the work breakdown structure, together with an aggregate total estimated for the project. -notations with respect to any unused disbursement costs. Evaluation of ProDosals All proposals will be evaluated shortly after receipt. It is expected that a short list of qualified firms/consortia will be prepared and that some of all ofthe firms contained on the short list may be interviewed by a team of Municipal representatives. In the event that a requirement arises, further written information my be requested by the municipality. Following the evaluation and potential interview process, a decision to retain the services of one firmlconsortium will be recommended from the Recreational Services Committee and then approved by Council. Submission of Pro Dosa Is Proposals must be submitted in a sealed envelope and submitted to the Corporation of the Municipality of Kincardine 1475, RR # 5 Kincardine, Ont N2Z 2X6 Packages containing proposal tender documents must be clearly marked as to contents, and must be to the attention of Karen Kieffer - Recreation Director. The deadline for submission of proposals is 12 noon on Monday, June 9, 2008 Proposals received after this deadline will not be considered.
