WHEREAS the recommendation has been rr.ade to '"own Council by the

PURPOSE - The purpose of this Amendment IS to amend the "Community
Improvement Policies" withln the Town of Kincardine Official Plan
and to amend Schedule 'B' to this plan.
LOCATION - The goals, objectives, and criteria for improvement
apply to all of the Town of Kincardine as delineated in Schedule
'B' .
BASIS - Since the Province of Ontario under Section 28 of the
Planning Act 1983 requires that Official Plans contains provisions
relating to Community Improvement in the Municipality, the Town of
Kincardine intends to amend their existing Community Improvement
Policies to provide guidance to and co-ordination of a broad range
of communi ty improvement act i vi ties throughout the Town.
Basically, the amendment outlines goals and objectives, selects
improvement area, sets priorities and suggests implementation
methods.

INTRODUCTORY STATEMENT
All of this part of the Amendment entitled Part 8 the
Amendment consists of the following text and schedule constituting
Amendment No. to the Kincardine Official Plan.
DETAILS OF THE AMENDMENT
1. Schedule "8". 'Community Improvement Area' to the Town of
Kincardine Official Plan is hereby deleted and replaced by
Schedule "B", Community Improvement Area, shown on Schedule
'A' to this Amendment.
2. Section C8 of the plan is deleted and the following
substituted therefor:

AREAS
The following general criteria shall be used in the selection
of Community Improvement areas:

building facades whieh exhibit structural
deficiencies or need for rehabilitation,
inappropriate signage, insufficient off street
parking, the need for improvements to the commercial

commercial businesses or inadequate vehicular access
or traffic circulation within the commercial area.

CB.4 DELINEATION OF COMMUNITY IMPROVEMENT AREAS
The area delineated as Community Improvement Areas is shown
on Schedule B. This area includes all the lands within the
corporate limi ts of the Town of Kincardine. It is the
intention of this policy that Council shall pass a By-Law
designating all or part of the Community Improvement Area as
a Community Improvement Project Area under Section 28(2) of
the Planning Act, 1983.
CB.5 PHASING OF IMPROVEMENTS
It is the intention of this policy that a priorized list of
Community Improvements be identified in a Community
Improvement Plan and not as part of the Community Improvement
policies of this plan. It is also the intention of this
policy that Community Improvement priorities be subject to
continual review due to changes in economic, sooial or
environmental considerations, municipality's financial
position or the availability of federal or provincial funding.
Therefore, from time to time, at least once every term of
Council, a general review of the Community Improvement Plan
shall be made.

Jim Van Osch of the Bruce County Planning Oepartment
and myself sat down on May 31, 1989 in order to establish a
schedule and strategy for the completion and adoption of the
Community Improvement Plan for the Town of Kincardine. 'l'he two
of us established the following:
1. Research will be done into the Community Improvement Plan
and what is expected from the Ministry of Municipal Affairs.
~his will be done by Jim Van Osch.
2. Establish objectives. Quite frankly, the objective of
completing the Community Improvement Plan is as follm,s:
a)
To assist Council and administration in establishing
its long-term objectives for community improvement in
the Town of Kincardine. 'this process will force all
players in the municipal environment to give a great
deal of thought and discussion into the direction the
Town should be proceeding and how it should head in
that direction.
b) ';.'he Community Improvement Plan will put the 'i'own in a
much better position to obtain community improvement
(PRIDE) funds in the next few years. 'rhe Community
Improvement Plan will allow the administration to talk
with confidence and authority as to what exactly the
community's priorities are. -

3. 'ihe '1'ol,¡n or Kincardine will establish the priorities, the
"trigger mechanisms" and the priority fields. We suggest
that the 'j:O\,¡n establish an executive committee made up of
the mayor and chairs of the standing committees of Council
in 0 rde r to go through this process. These people ",ould
then be Donna vHlson, Stuart Howry, Glenn Sutton, John
Paulusse and Judy Sauder. Ron Shaw ,¡ill re-circulate the
list which was prepared in 1988 and ask for any changes and
updates from the department heads. This revised list will
then be presented to the executive committee to establish
the priorities, "trigger mechanisms" and the "priority
fields". It is hoped that this meeting will be able to take
place in June of 1989.
4.
Jim Van Osch will draft an Official Plan amendment and a
Community Improvement Plan for consideration by the Planning
and Economie Development Committee by early July of 1989.
5. The draft Official Plan amendment and Community Improvement
Plan and priority list will be pre-circulated in July or
early August to: members of Council, department heads, the
Community Renewal Branch and affected agencies for comment.
We will have an informal meeting in August to discuss these
comments.
6. These comments will be reviewed by the executi ve committee
in late August or early September.
7. A formal public meeting will be called in early September or
1989.
8. The executive committee will recommend an Official Plan
amendment and a Community Improvement Plan to Council tor
official adoption in September of 1989.
Action: This note to file will be circulated to the mayor for
comment with the recommendation that the executive commi t'cee be
formed and meeting date established for the initial meeting.
