"~ BY-LAW BY-LAW NO. 1991-47 A BY-LAW TO AUTHORIZE AN APPLICATION TO BE MADE TO THE MINISTER OF MUNICIPAL AFFAIRS TO INITIATE PROCEDURES UNDER THE MUNICIPAL BOUNDARY NEGOTIATIONS ACT, 1981. WHEREAS The Corporation of the Town of Kincardine is desirous of negotiating the extension of its boundaries with adjoining municipalities; AND WHEREAS the Municipal Boundary Negotiations Act, 1981, establishes a process for boundary negotiation among neighbouring municipalities with assistance, direction and guidance of the Minister of Municipal Affairs; NOW THEREFORE the Council for The Corporation of the Town of Kincardine ENACTS as follows: 1. The Minister of Municipal Affairs for the Province of ontario is hereby requested to initiate the procedures established by the Municipal Boundary Negotiations Act, 1981, to investigate the extension of the boundaries of The Corporation of the Town of Kincardine; 2. It is proposed that the other municipalities to involved in the process are The Corporation of Township of Kincardine and The Corporation of Township of Huron, which said municipalities adjoin Corporation of the Town of Kincardine (herein called Town"). be the the The "the 3. The Town requests that following issues: (a) the concern of the Town that significant urban development shall occur within the Town boundaries, the Town being the "urban" municipality; the Minister consider the (b) the concern of the Town to place mixed land uses on the periphery of the Town under one co-ordinated, administrative, planning and service structure; . (d) the concern of the Town about the need to avoid unnecessary duplication of services when providing for urban development within abutting municipalities; the Town's concerns relating to cost relate to facilities, plant, human resources, and equipment. (e) the base to efficient concern of the Town to enlarge its population assist in providing opportunities for the more delivery of new services as required. 4. The Town proposes that one of the initial issues to be addressed by a fact finder to be appointed by the Minister of Municipal Affairs is the appropriate location for the extension of the boundaries of the Town, and the area of land involved. 5.
