BEING A BY -LAW TO ACCEPT A TENDER F~R
REPLACEMENT OF ARENA BOARDS I
IN THE DAVIDSON CENTRE .
(Sound Barriers)
WHEREAS the Council for The Corporation of the Municip lity of Kincardine
deems it expedient to accept a tender for the replacement of th Davidson Centre
arena dasherboard system and to include the increasing of t e glass size from
two feet to four feet. i
NOW THEREFORE the Council for The Corporation of t~e Municipality of
Kincardine ENACTS as follows:
1. That the tender of Sound Barriers in the amount of $98000.00 plus G.S.T.
and the Municipality is responsible for providing a bin for disposal of old
boards and tipping fees, electrical works and some mi or cement work be
hereby accepted.
2. That the Mayor and CAO be hereby authorized to si n, on behalf of the
Council for The Corporation of the Municipality of Kin rdine any contracts
and other documents required to authorize such work t commence, and to
affix the corporate seal of The Municipality of Kincardin .
3. This by-law shall come into full force and effect upon its final passage.
4. This by-law may be cited as the "Replacement of Da~idson Centre Arena
Boards, Tender Acceptance By-law". I

ANALYSIS OF SUBJECT
Councillor Ken Craig and myself opened four tenders on Tuesday April 2, 2002 for
the replacement of our dasherboard system in our arena. One tender was
disqualified as they did not send in either a certified cheque or a bid bond which
was requested In the specifications. The four tenders received Included Sound
Barriers with a bid ofs 98,000.00 plus G.S.T., CMS Inc. with a bid ofs 112,430.00
plus G.S.T., Sports Systems with a bid ofs 142,000.00 plus G.S.T. which was
disqualified due to lack of certified cheque or bid bond and Ratta Sports with a bid
ofs 151,858.00 plus G.S.T. In addition to the bids, the Municipality of Kincardine is
responsible for providing a bin for disposal of old boards and tipping fees, electrical
work and some minor cement work. The Recreational Services Committee at Its
meeting held on Thursday April 11, 2002 recommended that the contract be
awarded to Sound Barriers In the amount 0($ 98,000.00 plus G.S.T. with the
Municipality of Kincardine responsible for the electrical, cement work and
providing bin and tipping fees for the project.

PREFERRED OPTION
OPTION # 1 IS THE PREFERRED OPTION
FINANCIAL IMPLICATIONS
The cost is S 98,000.00 plus G.S.T. plus the cost for the bin, tipping fees, electrical
and cement work. This is one of the projects under the SuperbuUd fund and we
budgeted S 110,000.00 for the replacement of the arena boards.
As the 2002 budget has not been officially passed by Councll, I hereby request pre-
budget approval for this project.
