Hopper & Sons Ltd., Wilson Associates ! I I WHEREAS Section 11 (2) of the Municipal Act, 2001, S.O. 2001 ¡ c. 25 authorizes municipalities to pass by-laws respecting matters within the sphrre of jurisdiction of water distribution; I AND WHEREAS the Council for The Corporation of the MuniciP~lity of Kincardine deems it expedient to accept a tender to drill a new well and c nduct a wellhead protection study at the Dent Well Site in the former Village of Tiv rton NOW THEREFORE the Council for The Corporation of tht' Municipality of Kincardine ENACTS as follows: , 1. That the tender of W.O. Hopper & Sons Ltd. in the amo~nt of $44,437.50 including all applicable taxes, be hereby accepted. I 2. That the tender of Wilson Associates to conduct a wJllhead Protection Study in the amount of $7,500.00, plus all applicable 1axes, be hereby accepted. ' 3. That the Mayor and CAO be hereby authorized to sign on behalf of the Council for The Corporation of the Municipality of Kincar ine any contracts and other documents required to authorize such work to mmence. 4. This by-law shall come into full force and effect upon its fi al passage. I i 5. This by-law may be cited as the "Dent Well and Wellhea~ Protection Study Tender Acceptance By-law". Public Works Manager DearJim: RE: Tiverton WeU Supply Dent Well Construction . -'Ç 'Three (3) tenders were received on April 29, 2003 for the constrUction and hydrogeologic assessment of a new well to replace the existing Dent Well. The tenderers are licensed well drillers and each was invited to bid on the project. The following table summarizes the tenders. Weeks to Totai Price Hydrogeological . Also included is a hydrogeological assessment to determine if the groundwater is under the influence of surface (GUDI), pumping tests, laboratory analyses, application for Permit to Take Water and the abandonment of the existing well. · . ~ I I ~ ~ r-r -2- The specified depth of the new well is estimated and the actual depth may differ. The tendered unit costs of drilling beyond 49 m are S3251m, S200/m and $751m for Hopper, Davidson and International Water, respectively. The hydrogeological consultants' approaches to assessing GUm vary somewhat but all are acceptable practices. Wilson Associates proposes to drill a 50 mm (2") diameter monitDring well, if granular deposits are encountered in drilling the main well, at an extra cost of$2,OOO.00 + GST. Lotowater's approach involves a series of tests and analyses on the soil strata, well casing and water samples to detennine surface water influence. International Water's hydrogeologists propose to assess surface water influence by monitoring the nearby stream during pumping tests. Lotowater and International Water's costs for the assessment are included in the well construction costs. If the new well is considered GUDI, the MaE will require a Wellhead Protection Study be completed. The costs of these studies are presented above and are!!Q! included in the Total Price of well construction. The existing wells in Tiverton are not consideredGUDL We have worked with the three tenderers on numerous projects and all are well experienced in this type Dfwork. We would not hesitate to recommend any of them for the project. Based on their competitive pricing, we recommend the cDnstrUCtion and hydrogeologic assessment of the new Dent Well be awarded to W. D.
