THE CORPORATION OF THE MUNICIPALITY OF KINCARDINE
BY-LAW
NO. 2006 -124
BEING A BY-LAW TO ACCEPT AN ADVERTISING TENDER TO PROMOTE
THE MUNICIPALITY OF KINCARDINE
(CKNX Radio)
WHEREAS the Municipal Act, 2001, 5.0. 2001, c. 25 Section 11 (2) authorizes
municipalities to pass by-laws respecting matters within the sphere of jurisdiction
of economic development services;
AND WHEREAS pursuant to the said Municipal Act, Sections 8 and 9 (1) provide
municipalities with the powers of a natural person to enable them to govern their
affairs as they consider appropriate under this or any other Act and to enhance
their ability to respond to municipal issues;
AND WHEREAS it has been determined to be advisable to promote the
Municipality of Kincardine through radio advertising;
AND WHEREAS the Council for the Municipality of Kincardine deems it expedient
to accept the advertising tender submitted by CKNX Radio for AM 920, 101.7 The
One and 94.5 The Bull, as detailed in Report No. ED&T 2006-09;
NOW THEREFORE the Council for The Corporation of the Municipality of
Kincardine ENACTS as follows:
1.
That the tender of CKNX Radio for AM 920, 101.7 The One and 94.5 The
Bull as detailed in Report No. ED&T 2006-09 for nine hundred and nine
(909), thirty (30) second commercials, at a rate of $33.00 each, excluding
applicable taxes, be hereby accepted.
. 2. That the Mayor and CAD be hereby authorized to sign, on behalf of the
Council for The Corporation of the Municipality of Kincardine, any contracts
and other documents required for the project to commence.
3. This by-law shall come into full force and effect upon its final passage.

CKNX Radio Promotional Advertising Tender Acceptance By-law
This by-law may be cited as the "CKNX Radio Promotional Advertising
Tender Acceptance, By-law".
READ a FIRST, SECOND AND THIRD TIME and FINALLY PASSED this 12th
day of July, 2006.

Subject: Municipal Radio Advertising
Origin: 2006 Municipal Budgets for EDC and CHAT
Analysis: Both the EDC and CHAT committees recognize
the importance of advertising and have decided
to focus a portion of their attention on radio
advertising. The goal of this radio advertising
program is to encourage further economic activity
from other local businesses, advertise for
municipal purposes (ie: new municipal gym
equipment), and provide a 7 day a week medium
in which to reach our residents and visitors.
Advertising to begin July 2006 and end May 31 st
2007.
The Municipality received tenders from 3 different
radio stations with various proposals.
See attached.
Existing Policy: GG.2.17 Purchasing and Procurement
Financial $25,000 from the EDC Capital Advertising
Considerations: Project and $5,000 from the CHAT Advertising
Budget. Total Budget for this project was
$30,000 from EDC and $30,000 from CHAT.
This will use up the EDC portion of their
budget with CHAT having approximately
$10,000 remaining to be used on various print
advertisements in external markets.
It will be recommended at a later date that all
unused portions of this budaet shall be carried
over into 2007 until May 31 .
Options: 1. Accept the package from CKNX based on
coverage area, price and added bonuses.
2. Accept an alternate package from one of
the other two radio stations.
3. Do not act at this time
Preferred Option: Option #1 is preferred
