THE CORPORATION OF THE MUNICIPALITY OF KINCARDINE
BY-LAW
NO. 2005 -187
BEING A BY-LAW TO ACCEPT A PROPOSAL TO PROVIDE ENGINEERING
SERVICES FOR THE DEVELOPMENT OF A PRELIMINARY DESIGN FOR THE
OVERALL DEVELOPMENT AND FINAL DESIGN OF PHASE 1 OF GENERAL
AVIATION DEVELOPMENT AT THE KINCARDINE MUNICIPAL AIRPORT
(Pryde Schropp McComb Inc.)
WHEREAS the Municipal Act, 2001, 5.0. 2001, c. 25 Section 11 (2) authorizes
municipalities to pass by-laws respecting matters within the sphere of jurisdiction
of transportation systems, other than highways, including airports;
AND WHEREAS pursuant to the said Municipal Act, Sections 8 and 9 (1) provide
municipalities with the powers of a natural person to enable them to govem their
affairs as they consider appropriate under this or any other Act and to enhance
their ability to respond to municipal issues;
AND WHEREAS it has been determined that development of a preliminary design
to establish profiles for proposed taxiwaysltaxilanes would be beneficial to the
development of the Kincardine Municipal Airport;
AND WHEREAS a proposal has been received by the Municipality of Kincardine
from Pryde Schropp McComb Inc. to provide engineering services for the
preliminary design of the overall development and final design of Phase I at the
Kincardine Municipal Airport in the amount of $10,208.00;
NOW THEREFORE the Council for The Corporation of the Municipality of
Kincardine ENACTS as follows:
1.
That Council approve in principle, a General Aviation Development
Proposal for the Kincardine Municipal Airport as detailed in Report No.
PWM 2005 - 44.
2.
That a proposal for engineering services to provide the Preliminary Design
- Overall Development/Final Design Phase 1, submitted by Pryde Schropp
McComb Inc. in the amount of $10,208.00, excluding taxes, as outlined on
"Schedule "A" attached to this by-law, be hereby accepted.
3.
That Council authorize pre-budget approval, in an amount not to exceed
$10,208.00, for engineering services to provide the Preliminary Design -
Overall Development/final Design - Phase 1 at the Kincardine Municipal
Airport.

4.
That the Mayor and CAO be hereby authorized to sign, on behalf of the
Council for The Corporation of the Municipality of Kincardine any contracts
and other documents required for the project to commence.
5. This by-law shall come into full force and effect upon its final passage.
6. This by-law may be cited as the "Airport Engineering Services (Pryde
Schropp McComb) Proposal Acceptance, By-law".
READ a FIRST, SECOND AND THIRD TIME and DEEMED TO BE PASSED this
7th day of December, 2005.
