BY-LAW
NO. 2005 -157
BEING A BY-LAW TO ACCEPT A PROPOSAL FOR THE PREP TION OF AN
ENERGY AUDIT AND LIFECYCLE COST STUDY FOR HE
MUNICIPALITY OF KINCARDINE
(Inspec-Sol)
WHEREAS Section 11 of the Municipal Act, 2001, 5.0. 2001, c. 25, as amended,
provides that a lower- tier municipality has the power to pass by-laws nder the sphere of
jurisdiction of structures, including fences and signs;
AND WHEREAS pursuant to Sections 8 and 9 (1) of the s id Municipal Act,
municipalities are provided with the powers of a natural person to ena Ie them to govern
their affairs as they consider appropriate and to enhance their ab lity to respond to
municipal issues;
AND WHEREAS it has been determined that a facility audit and life cle cost study for
municipal buildings should be completed in order to allow for reserve to be set aside to
maintain the municipal buildings;
AND WHEREAS the Council for the Corporation of the Municipality of Kincardine deems
it advisable to accept a request for proposal from Inspec-Sol of Wate 100, Ontario in the
amount of $34,000.00, plus $8,000.00 for additional testing requested y the Municipality,
exclusive of taxes;
NOW THEREFORE the Council for The Corporation of the Munici lity of Kincardine
ENACTS as follows:
That the request for proposal of Inspec-Sol of Waterlo , Ontario for the
preparation of a facility audit and lifecycle cost study for munici al buildings, in the
total amount of $42,000.00, excluding taxes, be hereby accept d.
2. That the Mayor and CAO are hereby authorized to sign, on half of the Council
for The Corporation of the Municipality of Kincardine any ntracts and other
documents required to authorize such work to commence.

3. This by-law shall come into full force and effect upon its final p ssage.
4. This by-law may be cited as the "Facility Audit and Lifecycle Costs Study RFP
Acceptance (Inspec-Sol) By-law".
READ a FIRST, SECOND and THIRD TIME and FINALLY PASSE this 21st day of
September 2005.
