In carrying out the provisions of this by law, the said Committee shall at all times be the agent of the Municipal Corporation and while acting bona fide wi in the limits of the authority of this by-law neither the comm ttee nor any member thereof shall incur any liability by reas n of anything done or left undone by the Committee; provide however, that nothing in this paragraph contained shall authorize or empower the committee to incur any debt, iability or obligation for which the Municipal Corpor tion shall become liable without having previously obtained the consent of the Council of the Corporation. FINANCE On or before the first day of February eac year, the said Committee shall submit to the Municipal T easurer for audit a statement of its financial affairs for the preceding calendar year 2. The said Committee shall conduct a progra of recreation and shall conduct and supervise recreatio 1 activities, 2.
