NOW THEREFORE the Council of the Corporation Town of Kincardine Enacts as Fallows: 1. There is hereby imposed pursuant to Section 54 of the Ontario Water Resources Act upon the 0 rs or occupants of land who derive or'willor may deriv a benefit from the said project, a sewer rate suf icient to pay for 87.1% of the Capital cost thereof. The sewer rate shall be an annual charg imposed for a period of 30 years commen shall be computed by a combination of t (a) A foot frontage rate of 80 cents pe designated in paragraph 2 which fro the Streets or parts of Streets des "A" to this By-law, or connect to t constructed thereon. (c) In the case of lots that because of t e nature of the terrain or the elevation of the sewer, do not derive the same benefit as'other lands abutting on the sewer, a reduction shall be made in t frontage rate which' otherwise would be chargea le thereon suffioient, having regard to the bene 't derived as compared with other lots, to adjust t said frontage rate on a fair and equitable as1s.
