The Council of the Corporation enacts as!follows: (a) Pursuant to Regulations made under :the f R . 7 a Pro~tam 0 ecreat10n Community Recreation Centres Act is here,y established for the residents of the municipality. i , 2. The Committee shall be appointed from tiqle to time by the Council of the Corporation as fOllofs: (a) Two members of the Council of the 40rporation. (b) Five residents of the said Municipatity who are qualified to be elected as members of the Council. I The said Committee shall consist of seve* members ap- , pointed by By-law of the Council, all oflwhom shall be members of the Municipality and two of whom shall i be members of the Municipal Council. Apfointment of Council members shall be for two year term and the non-council members a two year term, exctpting for initial appointment, when three non-countil members shall be appointed for one year term. i 3. The appointment of the said Committee ~hould be made annually at the first regular meeting of! the Council, or as soon thereafter as it is expedien}. The members shall hold office until their successor ~hall ha~e been appointed, provided that all members shatl hold office during the pleasure of the Council of th~ Corporation. Subject to the approval of Council, the raid Committee shall formulate policies, rules and regutations for and relating to the administration of commun~ty programs of recreation. The said Committee shall hO~d regular monthly meetings. At any meetings of the saidlCommittee a quorum shall consist of a minimum of fopr members. The said Committee shall elect a chairmar annually from among its members and such other officerþ as may be I required. The Committee shall submit to I Council an annual report of its activities and other such reports as may be required from time ~o time. The saidi Committee may appoint as it deems necessary such cpmmittees to act in an advisory capacity to the commiftee. In carry- ing out the provisions of this by-law, I the said Committee shall at all times by the agen~ of the Muni- cipal Corporation and while acting bona ride within the limits of the authority of this by-law nrither the ! . ~ · e committee nor any member thereof shall i cur any liability by reason of anything done or eft undone by the Committee; provided however, that no hing in this paragraph con.ained shall authorize or power the committee to incur any debt, liability, r obligation for which the .unicipal Corporation shal become liable without having previously obtained the c1nsent of the Council of the Corporation. On or befor~ the final day of March each year, the said committee s*all submit to the Municipal Treasurer for audit a stat+ment of its financial affairs for the preceding year. I , The said Committee shall on or about the lst day of March in each year, submit a budget to the cotnCil for their approval and make a complete report of t*e program conducted during the preceding year. Th+ budget shall contain the separate estimates as follow,: (a) Recreation Committee general progr~. The Council establish a Bank Account on I behalf of the said Committee to be known as the Recrea{ien Committee Account. ! ! (a) The signing officer for the Bank A1count shall be ap- pointed by the said Committee. ! (b) The books and accounts of the saidf,mmittee shall be kept by the Treasurer of the said Co ttee. No debt or obligation shall be incurred y the said Committee. I The said Committee may incur expenditure~, as may be recommended by the various committees, t the extent provided in the annual approved budget 0 as approved by Council. I The said Committee may prescribe fees fot participating in or admittance to any part of the commtnity program of recreation. i i The said Committee may solicit or receiv bequests of money or services of any do applied principal or income for either t permanent use for facilities, equipment, other recreational purposes. : The said Committee shall conduct or enc0trage and assist the programs of recreation which will me t the needs and interests of the inhabitants of the Muni ipality. Such programs shall include the social, cult al and physical aspects of recreation as applied to each age group, both male and female. - 2 - 4. 5. 6. 7. 8. 9. any gifts or ations to be e temporary or program or ~ 10. 11. 12. . 13. 14. - 3 - The said Committee shall assist in the c~-ordination of community recreational activities. i The said Committee may recommend to the ~nicipal Council I the appointment of a properly trained a~ qualified Municipal Recreational Director. . The said Committee may recommend part-ti~ recreation workers on a paid or a voluntary basis a~ shall be re- , sponsible for assigning the duties and r~sponsibilities of such persons. . ! The said Committee shall at all times kfep the inhabitants of the Municipality aware of the recreat~on opportunities which are available and will continuall~ interpret to the public the total community program of recreation. By-laws 2113 and 3152 be and the same arei hereby I repealed.
